Prior to these ventures, Mr. Collymore served as a data and access controls leader at Meta, formerly known as Facebook, from 2019 to 2023. In this capacity, he was responsible for overseeing critical aspects of data security and access management during a period of rapid technological evolution. He had established Zimbali Networks in 2017, before joining both the Federal Reserve and Meta, and formally disclosed the venture to each employer to protect his independently developed intellectual property. He led Zimbali Networks as chief executive officer and founder through 2023 as a side venture alongside his full-time employment.
In 2021, Mr. Collymore participated in the Techstars Equitech Accelerator, further expanding his entrepreneurial acumen and industry connections. His tenure as an expert cyber risk examiner at the Federal Reserve Bank of Atlanta from 2018 to 2019 enabled him to apply his deep knowledge of financial risk assessment at one of the nation's most influential financial institutions.
Mr. Collymore's distinguished service at the United States Department of State spanned exactly two decades, from September 1998 to September 2018. He began his federal service in 1998 as an analyst within the Office of the Inspector General at the U.S. Department of State, a role he held until 2001. From 2001 to 2013, he served as an Information Technology Specialist within the Bureau of Diplomatic Security. From 2003 to 2006, within that assignment, he served as branch chief and acting division head of both the Regional Computer Security Officer Division and the Awareness, Training and Education branch. In 2006, he became Assistant Information Systems Security Officer for Diplomatic Security, holding national assessment responsibilities across all Diplomatic Security offices until 2013.
In September 2013, Mr. Collymore transitioned to Consular Affairs, serving as the Information Systems Security Officer for the United States Passport and Visa Database until October 2014.
From October 2014 to October 2016, Mr. Collymore completed a Limited Non-Career Appointment on a diplomatic tour. He then returned to his prior station from October 2016 to September 2018, resuming his role as Information Systems Security Officer for the Passport and Visa Database. In this capacity, he served as the designated senior insider threat cybersecurity officer over a national security identity database valued at more than $600 million; before his intervention, sensitive information was accessible without restriction, and he remediated the insider threat exposure to the U.S. Visa and passport databases, covering 200 million users, by 96 percent within 18 months. He left the Department twenty years to the day after he began his federal service.
Earlier in his career, Mr. Collymore contributed as an adviser with Prep for Prep between 1988 and 1992, interned at Prudential Securities from 1992 to 1993, and served as an intern with the White House Office of Science and Technology Policy from May to August 1994. From June 1997 to June 1998, he worked in the Office of Technology Transfer at NASA, immediately prior to beginning his federal service at the U.S. Department of State in September 1998.
Mr. Collymore has been recognized as an expert in cybersecurity and financial risk, a testament to his dedication and depth of knowledge in these fields. Through Sirsi Technologies, his intellectual property includes a published U.S. patent application (US20220253813A1) and two additional foundational patents currently in design, one algorithmic, covering a consensus-grounded knowledge graph architecture, and one physical, covering a sovereign hardware interconnect system.
Mr. Collymore's academic background has been instrumental in shaping his career trajectory. He earned a Master of Business Administration in business administration and management from The University of Chicago Booth School of Business in 2018, a program that honored him with the "Mr. Blockchain" Award for his innovative contributions. He completed a Master of Public Administration at Howard University in 1998; notably, he was selected as a Presidential Management Fellow immediately upon graduation, the sole recipient from Howard that year, launching his federal service career at the State Department.
Earlier, Mr. Collymore received a Bachelor of Arts in public policy from Brown University in 1995 after graduating from The Hotchkiss School in Lakeville, Connecticut, in 1991. At Hotchkiss, he served as vice president of student government within a predominantly white student body, one of only eighteen Black students at the time, and played an instrumental role in founding the Black and Hispanic Student Association.
