Since 2010, he has served as the senior vice president of transmission at Avantus LLC. In this capacity, he oversees a team of engineers dedicated to analyzing the power grids of utilities, independent system operators and regional transmission organizations to identify optimal project integration points that avoid overloading transmission systems or causing stability and voltage issues.
At Avantus, Dr. Chowdhury initiates project development by submitting applications to relevant utilities, conducting required studies and finalizing interconnection agreements, a process that often spans several years. He also manages construction engineering design and oversees projects through completion, while actively participating in external regulatory affairs and providing input on policy changes within government agencies, independent system operators, regional transmission organizations and utilities.
From 2007 to 2010, Dr. Chowdhury was a director at the California Independent System Operator in Folsom, California. There, he played a pivotal role in shaping the state's electricity market design and advancing reliability planning for the integration of renewable energy sources into the grid. His expertise contributed significantly to California's efforts to modernize its power infrastructure and support the transition toward cleaner energy.
Between 1999 and 2007, Dr. Chowdhury held a senior engineering management position in reliability planning at MidAmerican Energy Company. Prior to his tenure in the United States, he served as a senior engineer for system reliability planning at Alberta Power Limited (now ATCO Electric) in Edmonton, Canada, from 1990 to 1999. He was instrumental in designing deregulated electricity markets in Alberta and introduced advanced reliability engineering practices that have since become industry standards.
Earlier, from 1987 to 1990, Dr. Chowdhury was a principal reliability engineer at Atlantic Nuclear Services Ltd in Fredericton, Canada. Under the mentorship of Dr. Dan Meneley a renowned expert in nuclear safety and reliability, he contributed to the Defense in Depth Principles for nuclear power plants — an initiative that introduced multiple layers of defensive mechanisms for nuclear facilities. During this period, Dr. Chowdhury designed the reliability systems at the Point Lepreau Nuclear Power Plant in Saint John, New Brunswick, setting new benchmarks for safety and operational excellence.
Dr. Chowdhury began his professional journey as a teaching assistant at the University of Saskatchewan from 1981 to 1987 while pursuing graduate studies. He also worked as an electrical engineer at General Electric Company from 1980 to 1981.
Throughout his career, Dr. Chowdhury has been recognized for establishing the specialty of power system reliability and renewable integration, fields that were largely theoretical when he began advocating for their practical application. Rather than following a traditional academic path, he chose to work within industry settings where he could directly implement these concepts into business practices and operational methodologies.
Dr. Chowdhury's industry-focused approach produced a substantial body of work: more than 150 technical articles published across all continents and research presented at conferences worldwide, including in Africa, Australia, New Zealand, Asia, Latin America, Europe and North America. Notable contributions include developing standards on system reliability for the Institute of Electrical and Electronics Engineers, creating data collection systems for utilities and introducing reliability methodologies into system planning for numerous organizations — including those in California, where he evaluated reserve margins for systems with high levels of nondispatchable renewable energy.
Notably, Dr. Chowdhury's achievements have been recognized with several prestigious awards, including the IEEE PES Roy Billington Power System Reliability Award in 2022, the IEEE Codes and Standards Best Prize Paper Award in 2009 and the IEEE IAS Ralph H. Lee Prize Paper Award in 2007. Earlier honors include the IEEE Regional Activities Board Achievement Award in 2005, the IEEE Technical Working Group Recognition Award in 2005 and the Outstanding Engineer of the Year Award from IEEE Region 4 in 2004, among others.
Serving as a testament to his contributions to the field, Dr. Chowdhury has been a fellow of IEEE since 2005, a fellow of The Institution of Engineering and Technology in the United Kingdom since 1994 and served on the International Technical Advisory Committee.
Dr. Chowdhury earned a Doctor of Philosophy in electrical engineering from the University of Saskatchewan in 1987, after completing a Master of Science in electrical engineering there in 1983. Before that, he obtained a Master of Science in electrical engineering with distinction from Belarus Polytechnic Institute (currently known as Belarussian National Technical University) in Belarus in 1980, following a Bachelor of Science from the same institution.
Later, Dr. Chowdhury completed a Master of Business Administration at St. Ambrose University, Iowa in 2002. Building on this academic foundation, he holds professional certifications as a professional engineer in Alberta, Canada, and in Texas, as well as chartered engineer status with the Engineering Council in the United Kingdom.
Dr. Chowdhury attributes his success to unwavering support from his family — particularly guidance from his father — as well as mentorship from supervisors and professors, including Professor Dr. Roy Billinton at the University of Saskatchewan, who is widely regarded as the father of reliability evaluation in power systems.
Inspired by an early fascination with engineering's impact on society, especially during periods like the oil embargo following the Middle East war, he specialized further into power engineering with an emphasis on reliable energy supply for industry and daily life needs. This early inspiration shaped his doctoral research: his dissertation, "Unconventional Energy Sources in Power System Reliability Evaluation," pioneered methodologies for integrating wind and solar energy into reliable power systems, a theme that has defined much of his subsequent research and professional practice.
Beyond his professional work, Dr. Chowdhury's civic engagement is extensive. Since 1998, he has volunteered with United Way Worldwide, supporting fundraising efforts for various causes, including natural disaster relief, through both religious and nonreligious organizations. Since 1997, he has advised students through Northern Alberta Student Entrepreneurship programs, fostering innovation among emerging professionals. Additionally, he has chaired the IEEE Quad City Chapter, served on boards such as Asians in Energy, and contributed broadly to community advancement.
Dr. Chowdhury's scholarly output includes authoring "Reliability Modeling and Control Schemes of Composite Energy Storage and Wind Generation System with Adequate Transmission Upgrades," published by IEEE Transactions on Sustainable Energy in 2011, as well as "Power Distribution System Reliability: Practical Methods and Applications," published by Wiley-IEEE Press in 2009.
Other notable works include "Capacity Credit on Wind Generation Based on Minimum Resources Adequacy Procurement," "IEEE Tutorial on Probabilistic T&D System Reliability Planning," "Impact of High Penetration of Solar Photovoltaic Generation on Power System Small Signal Stability," and "Locational Marginal Pricing Basics for Restructured Wholesale Power Markets," among numerous additional publications.
Outside his work, Dr. Chowdhury enjoys traveling internationally, reading about philosophy, religion, history, politics, economics and current world affairs and listening to music and watching movies.
