With more than 30 years of professional experience, Judge Cowan excels in presiding over felony trials and major civil cases. In addition to more than 20 years experience in private practice, he served as Attorney General of Kentucky and as a member of Kentucky House of Representatives. He worked as an election monitor in Namibia and Slovenia for the National Democratic Institute for International Affairs, and for the Organization for Security and Cooperation in Europe as an election supervisor in Bosnia. He attributes his success to his determination, hard work and perseverance.

Judge Cowan earned his JD from Harvard Law School in 1978 and his Bachelor's Degree from Dartmouth College in 1967. He has worked with the American Bar Association's Central European and Eurasian Law Initiative and is a member of the American Bar Association, the Kentucky Bar Association and the Louisville Bar Association. He volunteers with the Rotary Club of Louisville in his spare time.
