The son of Francis W. and Dorothy V. Parnell, Dr. Parnell was born on May 22, 1940 in Woonsocket, Rhode Island. On February 27, 1965, Mr. Parnell married Dr. Diana DeAngelis. The couple has raised five children together: Cheryl Lynn, John Francis, Kathleen Diana, Alison Anne, and Thomas William. They have 10 grandchildren.
From 1957 to 1958, Dr. Parnell was a student at the College of the Holy Cross. In 1961, Dr. Parnell graduated from Clark University with a BA degree. He continued his studies at Georgetown University, where he obtained a MD degree in 1965. Dr. Parnell was certified by the National Board of Medical Examiners and the American Board of Otolaryngology. After graduation, Dr. Parnell was an intern at the hospitals of the University of Wisconsin-Madison. He then became a resident in general surgery in 1966-1967 and otolaryngology from 1967-1970.
From 1970 to 1972 Dr. Parnell served as a Major in the U.S. Army Medical Corps. From 1972 to 1975 and 1979 to 2001, Dr. Parnell was in private medical practice specializing in otolaryngology-head and neck surgery. In 1974 he was appointed by the U.S. President and served as a U.S. Alternate Delegate to the World Health Organization in Geneva. From 1976 to 1978, Dr. Parnell was the corporate medical director of Becton, Dickinson & Company. Since 1982, Dr. Parnell has been the founder, chairman, and chief executive officer of Parnell Pharmaceuticals, Inc.
From 1985 to 1993, he served as a Lieutenant Colonel in the U.S. Army Reserve and served on active duty during Operation Desert Storm 1990-1991. In 1988 he was a candidate for the California Assembly. He is a Fellow of the American Academy of Otolaryngology-Head and Neck Surgery and a Fellow of the American College of Surgeons, where he served as a Governor from 1988 to 1994.
Dr. Parnell was a board director of Marin Coalition from 1980 to 2001. During this period, Dr. Parnell also was a trustee of the Ross School District in California from 1981 to 1989 and an elected member of the governing board of the Marin Community College District from 1995 to 2003. He was also a director of the College of Marin Foundation's Board from 2004 to 2010 serving as president from 2006 to 2010.
Dr. Parnell has appeared in various Marquis Who's Who publications, including the second edition of Who's Who of Emerging Leaders in America and the 25th edition of Who's Who in Finance and Industry. He has been featured in the 44th through 70th editions of Who's Who in America, as well as the first and fourth through eighth editions of Who's Who in Medicine and Healthcare and the ninth through 12th editions of Who's Who in Science and Engineering. His achievements also have been recorded in the 28th through 43rd editions of Who's Who in the West and the 23rd, 24th, 25th, and 27th through 33rd editions of Who's Who in the World.
