Dr. Bulot is an applied gerontologist who began serving as the associate director of government healthcare solutions at Navigant Consulting, Inc., just last year in 2016. The organization, which is based in Chicago and has nearly 50 offices across the United States, Canada, Europe, the Middle East, and Asia, offers a range of advisory, consulting, outsourcing and technology services to clients facing transformational change and significant regulatory or legal pressures. Dr. Bulot formerly worked as the director in the division on aging services for the Department of Human Services in Georgia from 2010 to 2016, and as executive director of the Governor's Office of Elderly Affairs, State of Louisiana, from 2008 to 2010.

For 10 years, Dr. Bulot also worked in academia in a number of roles, first as a research assistant at the University of Massachusetts, then as an assistant professor of gerontology, head of the gerontology, sociology, and political science department, tenured associated professor and acting associate dean at The University of Louisiana at Monroe. During his years at the University of Louisiana, he was a part of the state's only gerontology Master's program, which was recognized nationally as the first accredited long-term care graduate program in the United States. Notably, gerontology is the study of the social, cultural, psychological, cognitive, and biological aspects of aging. It is distinguished from geriatrics, which is the branch of medicine that specializes in the treatment of existing disease in older adults.

During his career, Dr. Bulot conducted a great deal of research in health information access and technology, as well as in malnutrition among community dwelling older adults and in the role of health locus of control in health information access, and elder abuse, neglect and exploitation. In 2002, he received a Corporation for National and Community Service and Association of Gerontology in Higher Education grant. An author and co-author who also served as an editor for peer-reviewed journals and other publications, Dr. Bulot recently served as the president of the National Association of States United for Aging and Disabilities from 2012 to 2016.

Contributing greatly to his community, Dr. Bulot is a current board member of Second Wind Dreams, an internationally known, non-profit organization that is dedicated to changing the perception of aging through the fulfillment of dreams and the offering of educational programs. He is also a former selected participant of the White House Conference on Aging, board of directors of the Northeast Louisiana's Alzheimer's Association, vice chairman and board of directors of the Northeast Louisiana Senior Olympics, executive committee member of the Communities Acting to Benefit Louisiana's Elderly, and scout leader for the Boy Scouts of America.

Recognized with a Certificate of Excellence by the Louisiana Board of Regents, an Outstanding Research Relevant to Aging and Directly Applicable to Practice Award by the American Society on Aging for his research on malnutrition in the elderly, and the Excellence in Action Award for Outstanding Achievement in Changing Systems by a State awarded jointly by CMS, ACL and the VA. Dr. Bulot earned his undergraduate degree at the University of Louisiana and MS and PhD in gerontology at the University of Massachusetts. Cited in Who's Who Among American Colleges and Universities, Who's Who in America, Who's Who in Medicine and Healthcare, and Who's Who of Emerging Leaders in America, Dr. Bulot is married to Lisa Potter Bulot with two children.
