An expert in the field of professional engineering, Mr. Simms retired as the president of Simms Industries, Inc. in 1997, having led the company since 1983. Prior to that, he was a senior associate with Booz, Allen & Hamilton from 1975 to 1983, a private consultant from 1973 to 1975, and a program manager with General Electric from 1971 to 1973. He was with Systems Research Corp. as a director of operation from 1970 to 1971, and a program manager from 1967 to 1970. Earlier in his career, he was on the senior technical staff of ITT Intelcom from 1966 to 1967, a manager of electronics and system engineering with Fairchild from 1961 to 1963, and with the Martin Co as a systems engineer from 1956 to 1961 and an electronic engineer from 1950 to 1956.

Mr. Simms began his career by serving three years in the U.S. Navy, going on to earn a BS in engineering physics from the University of Oklahoma in 1950. He is a member of the Cherokee Nation of Oklahoma, and was named Cherokee Warrior in 2015. He has authored three books, including "A Measure of Knowledge," "The Limits of Behavior: A Quantitative Social Theory," and "Principles of Quantitative Living System Science." He has also contributed articles to various professional journals throughout his career and was a member of the Institute of Electrical and Electronics Engineers and the American Society of Cybernetics. He is also a member of American Association for the Advancement of Science (AAAS), the Washington Academy of Sciences and the International Society of Systems Sciences (ISSS).

Mr. Simms is the inventor of a correlation missile guidance system, and is a patent holder of several technologies. He has conducted an extensive amount of research in quantitative casual methodologies and theories in behavioral, social and political science, systems research, and analysis. Mr. Simms was involved in his community for many years, having served as county coordinator for Committee Elect Congresswoman Beverly Barton Butcher Bryon in 1978, 1980, and 1982. He was president and on the board of directors of the Southern Howard County Democratic Club from 1979 to 1983. Included in several editions of Who's Who in the World, Mr. Simms was twice married and has one daughter, three grandchildren, and two great-grandchildren.
