Dr. Kim spent the first portion of his career as a lecturer at his alma mater, American University, in Washington, and then as a lecturer at Bowie State University in Bowie, MD. Following those opportunities, he spent another four years as an assistant professor at both Austin Peay State University and Old Dominion University before taking on the role of director of the Institute of Regional Studies and Development at Yonsei University in 2008. Over the course of the next decade, Dr. Kim continued to work in education, taking on the role of dean for the college of government and business at Yonsei University, and worked for various organizations, like the Institute of Poverty, Alleviation and International Development, a non-profit organization that focuses on global poverty and international development.
For the past four years, Dr. Kim has been the president of the Asian Association of Public Administration. He is also currently the Minister of Personnel Management in the South Korean government. He was the president of the International Institute of Administrative Sciences in Brussels for three years (2010-2013). A fellow of the National Academy of Public Administration since 2011, Dr. Kim previously served as secretary to the president of personnel policy for the Office of the President, from 2004 to 2005. A member of the American Society for Public Administration, he has been the recipient of an International Public Administration Award in 2009, a Chester Newland Presidential Citation of Merit in 2011 and 2013, and a Paul P. Van Riper Excellence Award in 2012. Dr. Kim is also a member and former vice chair of the UN Committee Experts in Public Administration, the Korean Association of Public Administration, and the American Political Science Association.
Dr. Kim received several additional awards, including an Academic Achievement Award by Yonsei University in 2006, a Monisaraphorn Medal in 2014, and has been named Underwood Distinguished Professor from 2010 to 2013. In the past few years, he has also been named to several editions of Who's Who in the World, Who's Who in Science and Engineering, and Who's Who in Asia. Born in the Republic of Korea in 1956, Dr. Kim completed a Bachelor of Public Administration at Chung-Ang University in Seoul in 1982 and came to the U.S. for his graduate studies. Attending Florida International University, he completed a Master of Public Administration in 1984, followed by a PhD in Public Administration at American University in 1990.
