A widely regarded civil engineer, Dr. Brooks has served as an associate professor of civil engineering since 1996, and as an assistant professor of civil engineering from 1991 to 1996. Throughout his career, he has contributed to more than 40 national and international research papers on civil engineering materials, engineering and humanitarian service. Dr. Brooks was evaluated as the most outstanding volunteer among all 800 volunteers nationally deployed by the American Red Cross for serving the people of West Virginia during its One-in-1,000-year Flood, June 23-24, 2016.
Dr. Brooks earned his MS in Civil Engineering in 1988 and a Doctorate in Engineering in 1989 from the University of California, Berkeley. He obtained his Juris Doctorate degree from the Northwestern California University School of Law in 2013. He is a recognized fellow of the American Society of Civil Engineers, where he was vice chair of the committee on dissemination of failure information on the council of forensic engineering in 2007, and the former president of the Philadelphia chapter of the Pennsylvania Society of Professional Engineers.
Throughout his career, Dr. Brooks has been continually recognized for his contributions to the field of civil engineering. He has been featured in a wide range of honors publications, including Who's Who in Finance and Business, Who's Who in America, Who's Who in American Education, and Who's Who in Science and Engineering, with his earliest appearance dating back to 1996. He is the recipient of National Outstanding Teacher Award from American Society for Engineering Education in 2015: award criteria involves teachers of any subject in an ABET accredited engineering or engineering technology curriculum are eligible, as well as those teaching humanities and social studies, mathematics, science, applied science and computing science, and is based on over 3,700 programs at more than 750 colleges and universities in 30 countries which have received ABET accreditation. This criterion qualifies this award to hold the largest scope of teaching in the world. As he moves forward with his career, he intends to continue focusing his efforts on the causes of engineering, education and humanitarianism.
