DUI still No.1, but up less than 1% in 2017, and down 7% in five years. Note that 8 states had marijuana percentage higher than the DUI level of 27.9%. Narcotic presence is declining, now 6% in 2017 vs. 16% in 2016.
9 states now have no penalty for marijuana possession, blurring the line between recreational and legal use.
