An accomplished listee, Mr. Kaplan celebrates many years of experience in his professional network, and has been noted for achievements, leadership qualities, and the credentials and successes he has accrued in his field. With more than 60 years of professional experience, Mr. Kaplan has been of counsel at Klenda Austerman LLC since 2011. His primary practice focus is on land use, eminent domain, real estate, and municipal, county and state code issues. Previously, he was a partner with Kaplan, McMillan and Harris from 1958 to 2011. Prior to obtaining this position, he was a partner with Gillig and Kaplan from 1957 to 1958. In addition to his primary roles, he served on the Planning Commission in Andover, KS, from 1975 to 1986 and on the board of education for Unified School District 385 in Andover from 1982 to 1986. Outside of his primary endeavors, he excelled as an adjunct chair of the state of Kansas professional responsibility committee. Furthermore, he has authored articles on professional conduct as well as receiving favorable appellate decisions.

Mr. Kaplan began his career as a student at Wichita State University, completing coursework from 1951 to 1952. He then attended Creighton University, completing additional coursework from 1952 to 1953. He concluded his education at Washburn University, earning a Bachelor of Arts and a Doctor of Jurisprudence in 1957. He subsequently joined the United States Army Reserve, serving from 1957 to 1963 and attaining the rank of sergeant. Moreover, he has earned admission to practice through the Kansas Bar Association and in the United States District Court for the District of Kansas. Admitted to practice in the United States Supreme Court, he submitted one case and brief which was denied certiorari.

A respected voice in his community, Mr. Kaplan has been an active leader in his industry. He served on the board of governors of the Wichita Bar Association and as vice president, president, and chair of the committees on acquisition law center facility and public information for the Wichita Bar Association. In addition, he was chair of the committee on professionalism, public information and awards for the Kansas Bar Association. He is a member of the board of directors of the Mennonite Housing Rehabilitation Organization. It is funded by the nonprofit organization Neighbor Works, which itself is funded by the United States Congress.

Notably, Mr. Kaplan was involved with eminent domain appeal and first impression case creating a new law in City of Wichita v. Myers in the Kansas Supreme Court. In recognition of his accomplishments, he was Top Rated for Land Use and Zoning by the American Lawyer Media and earned an AV Preeminent Rating through Martindale-Hubbell. He has been nominated for inclusion in Who's Who in America, Who's Who in American Law, Best Lawyers in America, and Best Lawyer in Eminent Doman for Wichita by the Wichita Business Journal.

Mr. Kaplan gravitated toward the field due to his talent as a public speaker and his ability to be a persuasive speaker in a court room and in front of a jury. The judges have told him that he is impressive in the courtroom. He acquired this talent from his father, who professionally lectured on ways to improve lives. Though being complimented by judges is impressive, he notes that the highlight of his career has been the responses he receives from clients, sometimes decades later. In one case, he received a letter from a mother who he helped gain custody of her son. She sent a photo of her son at his graduation and thanked him for making this possible.

An accomplished professional, Mr. Kaplan hopes that his legacy is leaving the world as a better place for the service rendered during his lifetime. He is proud of his family and all of their successes. His daughter is a medical doctor on the West coast with four daughters. His son is an attorney in North Carolina with four sons. Another daughter of his lives in Chicago with partial training in physical therapy and has one daughter and three sons. The third daughter recently moved to the Kansas City area with her two sons and she practices psycho-therapy. He also has a son-in-law who is a lawyer. Mr. Kaplan often travels to spend time with his family.
