With more than 40 years of professional experience in the marine sciences, Dr. Ward began his career as the Industry Team Leader in the Maritime Administration, then part of the U.S. Department of Commerce. Later, as an Industry Economist with the Southeast Fisheries Science Center, National Marine Fisheries Service, he applied mathematical techniques in the development of computer simulation models of fishing fleet dynamics. Transferred to the Southeast Regional Office in 1987, Dr. Ward applied his economic, mathematical, and computer modeling skills to the management of marine fishery resources. After 1996, Dr. Ward was the Industry Team Leader in the Office of Science and Technology, the Senior Economist in the International Trade and Commercial Services Division of the Office of Constituent Services, and ended his federal career as the International Trade and Commercial Services Team Leader in the Office of Partnerships and Communications for the National Marine Fisheries Service in Silver Spring Maryland. Dr. Ward has worked since retirement from federal service with the recreational and commercial fishing communities as a Marine Economist with the Marine Advisory Program at the Virginia Institute of Marine Science, College of William and Mary.

Dr. Ward began his career as a student at the University of Maine. Initially intent on becoming a lawyer, he graduated receiving a BA degree with a double major in political science and economics. However, he came under the tutelage of Professor James Wilson, who instilled an interest in fishery economics. With Dr. Wilson as his thesis advisor, Dr. Ward received a Master's Degree in Economics with a thesis that explored the possibilities of developing spot and future markets for marine fishery products. This research was used in the establishment of the Portland Maine fish pier auction market. Dr. Ward returned to graduate school under a Department of Commerce long-term training program to earn his Ph.D. in Economics in 1992 with specialties in natural resource economics and fishery management from the University of Rhode Island under the mentorship of Dr. Jon Sutinen. His dissertation on the dynamics of fishing fleets was utilized in the development of fishery management regulations for the Gulf of Mexico shrimp fishery. In addition, he was further encouraged by several other mentors, including Dr. James Kirkley of the Virginia Institute of Marine Science, Dr. Tom Weaver of the Department of Natural Resource Economics, University of Rhode Island, and, most importantly his wife, Beth, whose love, devotion, and encouragement carried him through some of his most difficult times in his academic and professional career.

A respected voice in his community, Dr. Ward has been active with a number of organizations in his areas of expertise; e.g., the Virginia Industry Panel and the Gulf of Mexico Fishery Management Council Science and Statistical Committee and their Social and Economics Panel. While in Maryland, he and his son were active members in the Isaac Walton League. Dr. Ward is a member of the Honor Society of Phi Kappa Phi. He has served as Adjunct Professor in the Department of Environmental and Natural Resource Economics, University of Rhode Island, Kingston, Rhode Island; the Virginia Institute of Marine Science, College of William and Mary, Williamsburg, Virginia; and the Food and Resource Economics Department, University of Florida, Gainesville, FL. His scientific contributions to peer review journals are extensively cited in the professional literature. He is renowned for his ability to function and thrive in a multi-disciplinary scientific environment. Dr. Ward created and organized the first social and economic panel in cooperation with Dr. Anthony Lamberte and other staff members of the Gulf of Mexico Fishery Management Council. This concept subsequently spread to every fishery management council and commission in the United States. Sea Grant Economist, Fritz Schuler, Dr. William Fox, Biologist and Director of the Office of Science and Technology, and Dr. Ward created the Sea Grant Economics Fellowship to sponsor economists in fisheries and natural resource economics, which remains an integral part of the National Economics Program in the National Marine Fisheries Service today. Dr. Ward, Dr. William Fox, and Dan Cohen, National Oceanic and Atmospheric Administration General Council in conjunction with Fishery Science Center and Regional Office Directors created the National Economics Program that has grown to approximately seventy social scientists actively engaged in assisting fishery managers in the promulgation of fishery conservation regulations. Dr. Ward is also known for developing the first empirically-quantified, dynamic, bioeconomic computer simulation model, for the management of the Gulf of Mexico shrimp fishery. His recent research is focused on incorporating the human dimension into the ecosystem approach to fisheries management.

Throughout his career, Dr. Ward has been recognized for his achievements. He received a National Marine Fisheries Service Unit Citation for Economic Analysis, National Marine Fisheries Service Outstanding Performance for Economic Research, two United States Department of Commerce, National Oceanic and Atmospheric Administration Certificates of Recognition, and two United States Department of Commerce Bronze Medal Awards. He received two Certificates of Appreciation for Service on the Gulf of Mexico Fisheries Management Council, Science and Statistical Committee, and the Gulf of Mexico Fisheries Management Council, Social and Economics Panel. Most recently, Dr. Ward is honored to have been endorsed by Marquis Who's Who as a leader in the marine sciences industry. He has been featured in numerous honors publications, including Who's Who in America. In his free time, Dr. Ward enjoys photography, hiking, and canoeing.
