Earlier in his career, he worked in education, serving with prestigious institutions such as Yale University, Colorado State University, and the Asian Institute of Technology. Additionally, he has gained valuable expertise with the Hong Kong University of Science and Technology, the Ministry of Communications and the National Science Council of Taiwan.
A licensed international professional engineer, Dr. Moh holds a Bachelor of Science from National Taiwan University, a Master of Science from Iowa State University, a Doctor of Science from the Massachusetts Institute of Technology, and an honorary Doctor of Technology from the Asian Institute of Technology. In order to remain abreast of changes in the field, he has maintained affiliation with the American Society of Civil Engineers, the Institution of Civil Engineers (UK), the International Engineering Alliance, where he's served as Chairman on the APEC engineer coordinating committee from 2011 to 2015, and the Taipei Federation of Engineering Consultants. Additionally, he is a fellow of the American Society of Civil Engineers and the Institution of Civil Engineers (UK), and many other engineering institutions including Signapore, Malaysia, Hong Kong and Taiwan (ROC).
