Prior to embarking upon his professional path, Mr. Shirey initially enrolled at Purdue University with the intention to pursue a career in industrial engineering but found a passion for applying technology to the public sector rather than working for a corporation. Graduating from Purdue University in 1971 with a Bachelor of Science in Industrial Engineering, he continued his studies at the University of Southern California, where he earned a Master of Public Administration in 1973. During this time, Mr. Shirey accepted a temporary job in a city manager's office, which cemented his love for local government.
In 1975, Mr. Shirey became a legislative analyst for the city of Long Beach, California, rising to the post of the director of intergovernmental relations from 1976 to 1979. Subsequently, he served as legislative counsel for the National League of Cities in Washington, D.C., from 1979 to 1982, before returning to Los Angeles. Mr. Shirey then found success as the assistant executive director of the Los Angeles County Community Development Commission from 1982 to 1985 and as an assistant chief administrative officer of Los Angeles County from 1985 to 1987.
From 1987 to 1993, Mr. Shirey was the assistant city manager of the city of Long Beach, and as city manager of Cincinnati, Ohio, from 1993 to 2001. In 2002, he relocated to Sacramento, California, where he flourished as the executive director of the California Redevelopment Association until 2011. Mr. Shirey concluded his career as the city manager for Sacramento, California, from 2011 until his retirement in 2016.
Mr. Shirey has been a graduate-level lecturer in public policy and research methods at California State University, Long Beach and the University of Southern California. Mr. Shirey has participated on the board of directors of numerous organizations, including Golden Pacific Bank, the Sacramento Philharmonic and Opera, the Natomas Basin Conservancy, the University of Southern California Sacramento Center Advisory Board, and the USATF Pacific Foundation. He is proud of the contributions he has made to the Long Beach, Cincinnati and Sacramento communities throughout his career. He has been named a fellow of the National Academy of Public Administration. Notably, Mr. Shirey is the recipient of a National Public Service Award in 2014 and a Wes McClure Award of Distinction in 2015 from the League of California Cities.
