Dr. Todd is a biophysicist and educator with more than five decades of excellence in research and teaching biophysics. Initially pursing an education at Bowdoin College, where he graduated with a Bachelor of Arts in physics in 1959, he obtained a Bachelor of Science in quantitative biology from the Massachusetts Institute of Technology in the same year. Dr. Todd continued his academic efforts in the School of Medicine & Dentistry at the University of Rochester, where he earned a Master of Science in radiation biology in 1960. He concluded his studies in 1964 with a Doctor of Philosophy in biophysics from the University of California Berkeley.
Between 1964 and 1966, Dr. Todd was a lecturer at UC Berkeley. He joined the faculty of the Pennsylvania State University in 1966 as an assistant professor before rising to an associate professor in 1972 and professor from 1977 to 1986. During his tenure at Penn State, Dr. Todd also assumed the role as the chairman of the genetics program from 1974 to 1979. Furthermore, he served as the director of the University City Science Center Bioprocessing and Pharmaceutical Research Center of Philadelphia from 1984 to 1987.
Beginning in 1988, Dr. Todd worked as a physicist for the National Institute of Standards and Technology in Boulder, Colorado, for three years. He was additionally active with the University of Colorado Boulder in a number of posts, including as an adjunct professor from 1990 to 1991, a research professor from 1991 to 2000 and the associate director and chief scientist of the BioServe Space Technologies research center from 1994 to 2000. Following these posts, Dr. Todd operated as the chief scientist at Techshot Inc. from 2000 to 2015, having earned the distinction as the chief science emeritus during his service to the company, and has been a partner of Magnaquant LLC since 2017.

He co-authored "Space Radiation Biology," in 1973 and "Bioseparations Science and Engineering" in 2003 and 2015. He has been called upon to chair or co-chair national committees by the Department of Energy, National Research Council, National Cancer Institute and NASA. Dr. Todd remains affiliated with numerous organizations, including the American Association for the Advancement of Science, the American Institute of Chemical Engineers, the International Society for the Advancement of Cytometry and the American Society for Gravitational and Space Research for which he has also held a variety of leadership roles including president.
A testament to his many notable contributions throughout his illustrious career, Dr. Todd was presented with the Orr E. Reynolds Distinguished Service Award and the Founder's Award from the American Society for Gravitational and Space Research in 2008 and 2012, respectively. He was additionally honored as a radiological physics fellow for the U.S. Atomic Energy Commission, an Eleanor Roosevelt fellow of the American Cancer Society, a Fogarty International fellow for the National Institutes of Health and a Yamagiwa-Yoshida Memorial International Cancer Study grantee for the Union for International Cancer Control, formerly known as the International Union against Cancer. He shared the Meriam/Wiley Distinguished Author Award from the American Society for Engineering Education in 2006 and an R&D 100 Award in 1990. Dr. Todd has been recognized by NASA on multiple occasions, including a Tech Briefs Award in 1996 and as an Institute for Advanced Concepts Fellow in 2003. Likewise, he has been selected for inclusion in multiple editions of Who's Who in the West.
