Dr. Collier has made significant contributions to cross-cultural special education, establishing herself as a pioneer and expert in the early identification of special needs in children from diverse cultural and linguistic backgrounds. Her career began with a teaching position at the Bureau of Indian Affairs from 1969 to 1975, where she directed educational programs for non-English speaking Navajo students. This experience ignited Dr. Collier's passion for cross-cultural education, leading her to develop innovative approaches to address the unique challenges faced by these communities.

In 1975, Dr. Collier became the department head of education at the University of Alaska's Kuskokwim Community College, a position she held until 1981. Her work there further solidified her commitment to advocating for indigenous communities and their educational needs. Dr. Collier then joined the University of Colorado at Boulder as the director and a faculty member at the BUENO Center between 1982 and 1990, where she continued her groundbreaking work in bilingual and cross-cultural education.

In 1986, Dr. Collier founded Cross-Cultural Developmental Education Services in Bellingham, Washington, where she served as the director until her retirement in 2020. Through this organization, she provided invaluable consultation services on cross-cultural special education, impacting numerous universities and educational institutions globally. Even in retirement, Dr. Collier continues to offer online consultations, sharing her wealth of knowledge with educators worldwide.

Dr. Collier's expertise was further recognized internationally when she served as a consultant for Teachers of English to Speakers of Other Languages (TESOL) on an international level from 2000 to 2012. During this time, she also held a directorial position at Western Washington University between 2005 and 2012, where she taught graduate and undergraduate courses as part of the TESOL endorsement and licensure program.

Highly educated, Dr. Collier holds a Bachelor of Arts in anthropology from Reed College since 1968, a Bachelor of Science in elementary education from Utah State University in 1969, a Master of Arts in special education and curriculum development from Utah State University since 1974 and a Doctor of Philosophy in cross-cultural special education from the University of Colorado, Boulder, since 1985. Her educational background equipped her with the skills necessary to advocate effectively for cross-cultural bilingual special education.

Dr. Collier's leadership extended to the American Indian Science and Engineering Society, where she served as the director of professional and community development from 1988 to 1990. She also served as the president and vice president of the Washington Association for Bilingual Education and participated in the Governor's Task Force for Diversity in Oregon. Dr. Collier has remained active as a member of PEO, Women's Organization Scholarships for Women, since 2004.
