Dr. Noise has established herself as a distinguished leader in the field of public education, with a career marked by significant achievements. Since 2023, she has dedicated her talents to the Los Angeles County Office of Education, where she serves as founding project director for the Center for the Advancement of Racial Equity. Since commencing this role, she and her team have earned two grants totaling nearly seven million dollars. The first is an Anti-Bias Grant designed to provide professional learning and support to decrease bias-related incidents in schools and local education agencies and increase students' sense of belonging. The second award is the Equity Lead Grant, lovingly dubbed the GENIUS (Genuine Empathy & Nurturing of Intellect for Underserved Students) Initiative. This program is designed to provide multi-year professional learning, communities of practice, coaching and other related supports to schools serving high populations of underserved students. Both grants are among the largest awards of their kind.
Dr. Noise draws on her years of experience in special education classrooms and administration to fulfill the responsibilities of her critical role, which involves helping educators create successful outcomes for children who often face challenges in traditional settings. Adjacent to her primary occupation, Dr. Noise is the founder and chief executive officer of Urban Scripture, an educational consultancy, and HeavenSent Kids, a faith-based children's lifestyle brand.
Prior to joining the county education office, Dr. Noise served from 2021 to 2023 as the principal at City Charter Schools in Los Angeles, where she successfully restored the middle school to normalcy following the COVID-19 pandemic. Under her guidance, the school developed a thriving culture that delighted parents and students alike.
Dr. Noise's first position in school administration was at Green Dot Public Schools in Watts, California, where she spent five years as assistant principal, from 2016 to 2021, after joining the organization as lead resource service provider and special education teacher in 2014. Her earlier career included roles as a special education teacher for public and charter schools in New York City, an adjunct instructor on community college campuses and a behavior therapist and site coordinator for learning centers.
Dr. Noise's academic background is extensive. She earned a Doctor of Education in educational leadership from Azusa Pacific University in 2019, a Master of Science in teaching with a focus on special education from Pace University in 2011, a Master of Arts in clinical psychology from Pepperdine University in 2006, and a Bachelor of Science in urban and regional studies from Cornell University in 2000. She obtained full certification in cultural proficiency from Praxis Lead Equity in 2025, a diversity and inclusion certificate from Cornell University's School for Industrial and Labor Relations in 2023, a Clear Administrative Services Credential from the California Commission on Teacher Credentialing in 2020, and several others that have equipped her with the skills necessary for her roles.
A member of the American Educational Research Association, Dr. Noise has contributed to the literature about improving educational environments. She co-authored "Reducing Stress in Schools: Restoring Connection and Community," published by Harvard Education Press, and "Adverse Childhood Experiences and Leadership in Urban Public Schools," published by ProQuest. Her accolades also include a Public Service Award from Cornell University's School of Architecture, Art and Planning in 2000 and a Leadership Award from Cornell's Committee on Special Education Projects in 1996. Her dedication extends beyond her professional life: she served as assistant director for Generation Lit Up Youth Ministry at Lighthouse Church from 2008 to 2014.
Looking ahead, Dr. Noise plans to expand upon her authorship, keynote speaking and consultancy to increase educational influence beyond conventional methods. Her faith and family background of ministers have been pivotal influences throughout her career, alongside the mentors who have guided her path.
