As in all Marquis Who's Who biographical volumes, individuals profiled are selected on the basis of current reference value. Factors such as position, noteworthy accomplishments, visibility, and prominence in a field are all taken into account during the selection process.

Mr. Miller has established himself as a distinguished professional primarily known for his technology support and analysis expertise. As the founder and president of NOVA Engineering & Consulting International, he has been at the forefront of providing specialized consultancy services since 1998. His role encompasses managing the business, developing marketing strategies, and fostering relationships with key players in the U.S. Defense Department, various government agencies, and "work for others." Mr. Miller's commitment to innovation is evident through his collaboration with researchers and technologists worldwide.

Prior to his current endeavors, Mr. Miller served honorably in the U.S. Navy, retiring as a Commander and Unlimited Line officer, after a 26-year career that included two combat tours in the Vietnam War. He was also involved in numerous joint services operations including World War III planning. Having served half of his military career on active duty, his military service was marked by significant achievements, including technology support to Department of Defense counterdrug operations, writing the first space wargame for the U.S. Navy, and natural and technological disaster planning and survival.

Following his naval career, Mr. Miller transitioned into public education, where he taught English to middle and high school students for over five years before joining Honeywell Inc. in its Commercial Division as a sales and engineering representative. His tenure at Honeywell was instrumental in helping commercial building owners reduce their energy costs through various technological solutions and services, for which he achieved Honeywell's highest award.

In addition to his corporate responsibilities, Mr. Miller has been an integral part of Rotary International since 2007, where he served as Chair of Rotary District 6950's Disaster Preparedness & Response Committee. He then served as the Assistant Governor for Area-1 within that district. His dedication to service led him to serve as the Rotary International District Governor for the Rotary Year 2015-2016 where he mentored and supported over 30 Rotary clubs across Florida's Central Gulf Coast. Aside from his dedication to Rotary International, Mr. Miller is a life member of the Veterans of Foreign Wars of the U.S. and the Military Officers Association of America and a member of the American Legion. Moreover, he is affiliated with the Arbor Day Foundation and the Environmental Defense Fund.

Complementing his professional journey is Mr. Miller's robust educational background. He earned a Bachelor of Arts in English education at Virginia Tech in 1967 and a Master of Education from The College of William & Mary in 1976. Mr. Miller also received certification in National Security Management from Industrial College of the Armed Forces.

Considering his contributions to his country, Mr. Miller was decorated with the Defense Joint Services Medal and received the Navy Achievement Medal with Combat "V" for Valor.

Inspired by his father, who was a NASA engineer, and his grandfather, who served as the Director for Aeronautics for NACA, the predecessor of NASA, he finds joy in staying abreast of new technologies including research in unidentified aerial and underwater phenomena.
