Mr. Philogene has built a distinguished career in civil engineering, marked by his current role as the CE V/ District 4 assistant bridge engineer at the Massachusetts Department of Transportation (MassDOT)-Highway. Since 2023, he has been instrumental in overseeing the evaluation of bridge designs and calculations, ensuring compliance with repair requirements, and managing multiple projects with precision and efficiency. His responsibilities include receiving and reviewing submittals from consultants, allocating team members to specific projects, and conducting thorough reviews throughout various stages of the design process. Mr. Philogene's collaborative approach with colleagues on urgent review requests, as well as his ability to provide feedback and guidance on design adjustments, has been pivotal in maintaining high standards within the organization.
Before being named to his present position, Mr. Philogene served as a bridge design/review engineer at MassDOT from 2013 to 2023. In this capacity, he refined his skills in structural analysis and design, making significant contributions to the safety and reliability of Massachusetts's infrastructure. Mr. Philogene's expertise was previously developed during his tenure as an assistant structures maintenance engineer for the Commonwealth of Massachusetts between 2010 and 2013, following his initial appointment with MassDOT in 2009 as an area construction engineer.
Mr. Philogene's earlier career included working for Mass Highway as an office engineer at MassHighway from 1995 to 2004 and as a resident engineer at MassHighway between 2004 and 2009. His initial experience as a field inspection engineer at VHB from 1992 to 1995 provided him with valuable insights into the practical aspects of engineering projects.
In preparation for his future, Mr. Philogene earned a bachelor's degree in civil engineering from Wentworth Institute of Technology in 1991 and a master's degree in civil engineering with a structural option from the University of Massachusetts, Lowell, in 2000.
Mr. Philogene attributes his success to his discipline, determination, self-learning capabilities and a bit of luck. He values discipline as essential for achieving goals and demonstrates determination by persisting until he succeeds. His ability to learn independently has also allowed him to acquire new skills without external assistance.
Looking ahead, Mr. Philogene plans to remain in his current position until retirement while keeping open the possibility of consulting opportunities post-retirement. His extensive network would be beneficial should he choose to do so.
