Mr. Garcia currently serves as the Regional Practice Leader for construction management in Texas at KCI Technologies Inc., a role he began in 2025. In this capacity, he is responsible for identifying optimal contracts to pursue, selecting consultants and clients, and dedicating time to strategic business development. He also provides expert guidance on technical matters and addressing industry related questions. Mr. Garcia's leadership will be instrumental in shaping the direction of KCI Technologies' construction management practice in the State of Texas.

Leveraging over 19 years of previous success, with particular expertise in contract administration and materials & pavement engineering, Mr. Garcia has been recognized for his ability to solve unprecedented engineering challenges through independent problem-solving and innovation. Before being acquired by KCI Technologies Inc., he held several key positions with the Texas Department of Transportation between 2007 and 2025. Hired as a project manager for design and construction, Mr. Garcia worked with multiple teams through all phases of project delivery, ensuring successful outcomes on various project development initiatives. He then served as District Construction Engineer at the Texas Department of Transportation in the Pharr District, where he became fluent in construction administration & funding and dispute resolution. From there, Mr. Garcia excelled as the District Materials & Pavement Engineer, followed by his role as Director of Construction, where he oversaw major infrastructure projects for highway construction operations in the Pharr District and played a pivotal role in advancing key initiatives within the Pharr District.

Mr. Garcia's educational background includes a Bachelor of Engineering in Civil Engineering from Texas A&M University in Kingsville, earned in 2007 where he graduated as Summa Cum Laude. These academic achievements have provided him with a strong foundation in both engineering principles and technological applications essential to modern infrastructure projects.

Active professionally, Mr. Garcia is a member of several industry organizations, including the American Road and Transportation Builders Association. Additionally, he serves as the President-Elect and as a board member of the Rio Grande Valley chapter of the Texas Society of Professional Engineers.

Throughout his career, Mr. Garcia was responsible for developing innovative solutions for challenging engineering problems, including the creation of a pavement design currently utilized by SpaceX to support heavy loads across sandy terrain with a high-water table. He also developed the Overweight Corridor Analysis Program, which analyzes pavements subjected to overweight loads (125,000 pounds gross vehicle weight). Among other achievements, Mr. Garcia led the construction management during the Pharr District's first design-build project and negotiated efforts on the US 83 Relief Route that led to the full construction of the $ 200 million dollar freeway corridor. The latter involved saving approximately $32 million in bonding at risk by negotiating agreements that allowed continued work despite pending right-of-way acquisitions and incorporating main lanes into the project without additional cost to the state. Moreover, Mr. Garcia has been involved in several high-profile projects, such as the 365 Tollway project.

In recognition of his contributions to transportation engineering, Mr. Garcia received the Luther DeBerry Award from the Texas Transportation Institute in 2024. He attributes much of his success to his father, who served as the Director of Construction for the Pharr District for over 15 years. Mr. Garcia notably served in the same role for nearly a decade, along with building a team of exceptional and loyal employees whose dedication has been integral to his accomplishments.

Looking ahead, Mr. Garcia envisions KCI Technologies to emerge as a premier leader in the Texas' construction management industry by forging strategic partnerships with heavy construction contractors and key organizations such as TxDOT, various regional mobility authorities, and port and tollway agencies.
