Since 2023, Mr. Keir has also held the position of adjunct professor of law at Emory University School of Law, his alma mater. From 2022 to 2025, Mr. Keir served as lead counsel for data privacy and security at Intercontinental Exchange Inc., the parent company of the New York Stock Exchange. In this role, he managed the privacy, cybersecurity and artificial intelligence legal compliance team. As regulations around artificial intelligence began to emerge, especially in Europe with a focus on consumer rights and protection, he expanded privacy compliance efforts related to artificial intelligence for Intercontinental Exchange, overseeing day-to-day operations in this area. Mr. Keir's leadership contributed significantly to the company's growth and development in these sectors.
Prior to his role as lead counsel, Mr. Keir was a corporate attorney at Intercontinental Exchange from 2016 to 2022. During this period, he played a pivotal role in building the organization's privacy compliance program, focusing on legal oversight of cybersecurity and breach incidents. He led a team responsible for developing initiatives that ensured compliance with global regulations such as the General Data Protection Regulation.
Before entering the legal profession, Mr. Keir was director of technology for Trussville City Schools for one year. Earlier, he worked with Boeing Integration Labs during his tenure as a military contractor at Redstone Arsenal with the United States Army, a role he held for 12 years. He focused on classified networks supporting programs such as the Patriot missile system and Ground-Based Midcourse Defense System, managing teams of cybersecurity professionals and leading critical projects at Boeing Integration Labs.
Mr. Keir's career began in information technology while living in Huntsville, Alabama, as a military contractor at Redstone Arsenal. After nine months working in information technology, he transitioned into cybersecurity and quickly obtained two top certifications: Certified Information Systems Security Professional and Certified in Risk and Information Systems Control. Over more than a decade as a military contractor, he managed classified network programs before recognizing an emerging intersection between law, technology and cybersecurity, a realization that led him to pursue legal studies at Emory University School of Law.
Building on this technical foundation, Mr. Keir earned a Juris Doctor from Emory University School of Law in Atlanta, Georgia, in 2018, following his completion of a bachelor's degree in information technology from the University of Massachusetts Lowell. He also holds several professional certifications, including FITSP-Manager from the Federal IT Security Institute (FITSI), CISSP from ISC2 and CRISC from ISACA, reflecting his rare combination of technical expertise and legal proficiency. Mr. Keir's expertise is further demonstrated by his ongoing memberships in ISACA and ISC2.
Committed to supporting both the legal profession and the next generation of attorneys, Mr. Keir's civic involvement includes performing pro bono legal work and serving as a volunteer mentor at Emory University School of Law, where he provides guidance to students.
