Mr. Small, an established professional with over 35 years of excellence in law, trust administration and fiduciary services, has maintained a steadfast commitment to excellence and service. Since 2023, he has served as a trust counsel and managing director at Fiduciary Trust Company International of Pennsylvania in Radnor, Pennsylvania. In this capacity, Mr. Small provides expert guidance to the company and is an active member of the regional management team. His responsibilities include conducting legal reviews, ensuring document accessibility, drafting materials for trust administration matters, such as non-judicial settlement agreements, and overseeing modifications or terminations of trusts. As the resident expert on fiduciary matters for the Pennsylvania office, Mr. Small supports a team of over 60 fiduciary and investment professionals. Additionally, he serves as the in-house attorney and primary liaison with outside attorneys who designate Fiduciary Trust as the executor or trustee for their clients, reviewing documents and handling administrative drafting.

Before being acquired by his wealth management firm, Mr. Small was the senior vice president of estate services and senior regional fiduciary manager at Wells Fargo Wealth and Investment Management from 2021 to 2023. He initially joined Wells Fargo in 2012 as a senior vice president of trust services and a senior regional fiduciary manager, serving until 2021.

Between 1997 and 2012, Mr. Small was the first vice president, senior national and managing director of specialized fiduciary services at BNY Mellon Wealth Management in Philadelphia. During this period, he was involved in several specialized fiduciary lines of business while playing a pivotal role in developing best practices within the organization.

Earlier in his career, Mr. Small served as a senior associate at Blank Rome LLP in West Palm Beach, Florida, between 1996 and 1997. He began his legal journey in 1988 as an associate at K&L Gates in Miami and Pittsburgh, where he spent nearly a decade engaged in various areas of law, including representing numerous guardianships arising from the largest mass child abuse prosecution in U.S. history.

Mr. Small's academic foundation includes a Bachelor of Arts, cum laude, in classical languages and literature from the University of Michigan in Ann Arbor in 1982 and a Doctor of Jurisprudence, cum laude, from the University of Florida in Gainesville, earned in 1987. His expertise is further reflected in his active involvement with industry organizations, including serving in various roles for the Philadelphia Bar Association.

In addition to professional pursuits, Mr. Small enjoys public speaking, delivering accredited presentations on topics such as the impact of tax legislation at conferences, including the Hawaii Tax Conference, the U.S.C. Institute on Federal Taxation, the Pennsylvania Bar Institute and the Philadelphia Bar Association Bench-Bar Conference. He values opportunities to educate peers through continuing legal education programs. His thought leadership is evident in numerous publications and presentations on protecting vulnerable individuals within financial institutions, estate planning strategies, and planning for vulnerable individuals. Additionally, Mr. Small has written about selecting fiduciaries and contributed online content to ThinkAdvisor.

Beyond his professional commitments, Mr. Small has demonstrated civic engagement through ongoing involvement with Sewickley Presbyterian Church as both a Sunday school teacher and Elder. He has also provided pro bono legal services through initiatives such as Wills for Heroes.

Throughout his professional journey, Mr. Small has been recognized for his achievements and leadership qualities. Among his most significant accomplishments was his work following September 11th, when he advocated for families of foreign victims who perished at Windows on the World atop the North Tower. As a national director for estate administration at Mellon Bank, he persuaded senior management to provide pro bono services as administrator for these families' claims under the September 11th Victim Compensation Fund. Collaborating with volunteer attorneys from Shearman & Sterling, Mr. Small helped secure approximately $26 million in compensation for a dozen families. This achievement was featured in Kiplinger's Personal Finance magazine in September 2004 and honored with an award from the New York State Bar Association.

Among his other accolades, Mr. Small received the Social Media Bar Star Award from the Philadelphia Bar Association in 2023. The following year, the Legal Intelligencer recognized his current firm as Pennsylvania's top company in trust administration and wealth management in 2024.

Mr. Small credits much of his success to the unwavering support of his spouse, Julie, over four decades and to qualities such as loyalty, attention to detail and tenacity. Looking ahead, he aims to further elevate Fiduciary Trust International's reputation while aspiring toward greater leadership within the organization.
