In 2024, the Washington Homeland Security Roundtable inducted Francine Kerner Klein into its DHS Hall of Fame to recognize her for having made a genuine difference both to DHS and our country.

CHEVY CHASE, MD, November 20, 2025 /24-7PressRelease/ -- Francine Klein has been selected for inclusion in Marquis Who's Who. As in all Marquis Who's Who biographical volumes, individuals profiled are selected on the basis of current reference value. Factors such as position, noteworthy accomplishments, visibility, and prominence in a field are all taken into account during the selection process.

Ms. Klein has built a distinguished career spanning 50 years, marked by leadership in public service, legal expertise and community engagement. Since 2025, she has served as council member for Friendship Heights Village, representing residents and helping to lead safety and development initiatives. In this capacity, Ms. Klein has played a pivotal role in securing additional police coverage for the Village and advocating its positions on protecting green space and livability in Friendship Heights before the County Planning Board and other groups.

Before her current role, Ms. Klein (working as an attorney under her maiden name Francine Kerner), served as a Federal Executive at the Departments of Commerce, Treasury, Transportation and Homeland Security, supporting a wide array of complex government programs and operations. On September 11, 2001, she was at Treasury as the Deputy Assistant General Counsel for Enforcement when terrorists hijacked four planes and murdered almost 3000 people. After the attacks, Congress quickly established the Transportation Security Administration to oversee security in the transportation sector. Joining TSA in January 2002, Ms. Klein served as its Chief Counsel until 2025. Her most notable achievements during this period were her instrumental role in mobilizing the agency to assume passenger and baggage screening under tight Congressional deadlines; building and managing a Chief Counsel's office to provide agency leadership with legal advice and services nationwide; interpreting and implementing the agency's broad authorities under Aviation and Transportation Security Act; and helping to shape the agency's critically important response to the pandemic in order to better protect TSA employees, transportation workers and the traveling public.

Her career began as assistant district attorney at the Kings County District Attorney's Office from 1974 to 1979. There, she prosecuted felony cases in the Major Offenses Bureau and gained foundational experience in litigation and public service.

Ms. Klein is an active member of several professional organizations, including the American Bar Association, DC Bar and New York State Bar Association.

Her academic background includes a Juris Doctor from New York University School of Law in New York City in 1974 and a Bachelor of Arts in English from Queens College in New York City in 1971. She credits her success to her commitment to gathering facts that facilitate consensus-building and problem-solving both in business and within communities. Collaboration and understanding diverse perspectives have been central to her approach, guided by Covey's The 7 Seven Habits of Highly Effective People, which have consistently influenced her professional philosophy.

Her contributions have been recognized with numerous honors, including the Presidential Meritorious Rank Awards in 2001 and 2021; the American University Roger W. Jones Award for Executive Leadership in 2023; the D.C. Bar Association's Beatrice Rosenberg Award for Excellence in Government Service in 2013; the Burton Award for Public Service in the Government in 2013; and the TSA Federal Woman's Program Trailblazer Award in 2011, in recognition of her efforts to advance the careers of women at TSA. In 2024, the Washington Homeland Security Roundtable inducted Francine Kerner Klein into its DHS Hall of Fame to recognize her for having made a genuine difference both to DHS and our country. A tribute honoring her federal service was published in the Congressional Record on April 30, 2025.

Beyond her professional achievements, Ms. Klein has demonstrated civic commitment as board president of The Elizabeth Condominium and as a mentor for young lawyers.

Bom in Bronx, Ms. Klein values family life with her spouse Michael Klein since 1984 and their children Elizabeth and Adam, daughter-in-law Robin and grandchildren Maxine, Louis and Sidney.
