Ms. Rosario has established herself as a dynamic leader in project management and procurement. She currently serves as Program Project Controls at Mission Support Test Systems (MSTS), a role she has held since April 2025. In this capacity, she oversees a portfolio of approximately 21 projects, serving as the primary liaison between program leadership and government stakeholders. Her responsibilities include financial oversight, budget forecasting, and monitoring project performance to ensure alignment with strategic objectives. She also leads performance assessments, prepares executive briefings, and delivers comprehensive reporting, while maintaining close collaboration with cross-functional stakeholders and conducting on-site project evaluations.

Prior to joining MSTS, Ms. Rosario spent eight years with Northrop Grumman, where she advanced through multiple roles of increasing responsibility. Beginning her tenure in procurement, she managed Department of Defense subcontracting activities and recovery initiatives. Her performance earned her four promotions. Driven by a desire to expand her expertise, she transitioned into project management within the aerospace division, supporting the manufacturing of the E-2D aircraft for the international wings program.

She later became Project Manager for Flight Operations—one of the division's most critical functions—despite not having a traditional background in aviation or engineering. Recognized for her leadership potential, she was subsequently appointed Deputy Program Manager, working alongside senior program leaders. This progression reflects both her adaptability and her commitment to continuous professional growth.

Earlier in her career, Ms. Rosario spent five years with TOTE Services, where she discovered her passion for logistics and procurement while supporting both commercial and military operations. Her experience managing military cargo operations strengthened her foundation in structured processes and effective communication. She began her professional journey in the Dominican Republic, where she rose in marketing at Presidente, now AMBEV, a global beverage marketing company. After relocating to the United States nearly 16 years ago, she initially worked in sales within AT&T's mobility division before identifying project management as her long-term career path.

Ms. Rosario is actively engaged in professional and community organizations, including the Chamber of Commerce, and has been a strong advocate for diversity and inclusion initiatives. She has held leadership roles within multiple employee resource groups, including Adelante and Women's Groups, and previously served as president of The Voice Employee Resource Group and as a sector leader within Northrop Grumman and joining most recently the advisory board of LIED STEM Academy in Las Vegas, NV.

Her contributions have been recognized with several honors, including the Aerospace and Integrity Sector Award (2024), Sector Bravo Awards (2022, 2023, 2024), and an Excellence Performance Award from Northrop Grumman.

Ms. Rosario holds a business degree with a concentration in marketing and has earned a Project Management Professional (PMP) certification from the University of California, Irvine, as well as an Earned Value Management certification from Northrop Grumman. She is currently pursuing a Master of Business Administration at Western Governor's University and is authoring a book centered on her professional journey and personal growth.

She attributes her success to her resilience, her commitment to lifelong learning, and the inspiration she draws from her mother. As a single mother, she is especially proud of balancing her career ambitions with raising her son, who remains her greatest motivation.

Looking ahead, Ms. Rosario aims to continue advancing into executive leadership roles, complete her MBA, publish her book, and expand her impact as a coach and speaker. She aspires to deliver TED Talks and deepen her involvement in community service and advocacy, reflecting her dedication to empowering others and driving meaningful change.
