SUMMERTON, SC, April 23, 2026 /24-7PressRelease/ -- Joseph D. Blackwell has been included in Marquis Who's Who. As in all Marquis Who's Who biographical volumes, individuals profiled are selected on the basis of current reference value. Factors such as position, noteworthy accomplishments, visibility, and prominence in a field are all taken into account during the selection process.
Mr. Blackwell has established a distinguished career in health care technology management, earning recognition for his expertise and leadership within the industry. As an operational director at ISS Solutions Inc. since 2022, he oversees a broad portfolio of responsibilities, including reviewing profit and loss statements, addressing manpower and company vehicle issues, acquiring new clients and retaining existing ones.
In his current role, Mr. Blackwell collaborates with large consulting firms to enhance the robustness of health care technology management services, particularly for ambulatory surgery centers and dialysis centers such as Fresenius, DaVita and U.S. Renal Care. His efforts also extend to bringing advanced health care technology management solutions to emergency veterinary services nationwide. Mr. Blackwell's daily operations include managing communications and ensuring the seamless delivery of services across multiple sectors.
From 2016 to 2022, Mr. Blackwell served as a district operations manager at ISS Solutions Inc., where he was responsible for overseeing operations across the Southeast, Midwest and West regions. In this capacity, he managed national contracts and played a pivotal role in expanding the company's reach while maintaining high standards of service delivery. His leadership contributed significantly to the growth and reputation of ISS Solutions Inc., which operates in the commercial sector under the parent company Geisinger Healthcare.
Between 2012 and 2016, Mr. Blackwell held the position of area manager for clinical engineering in the Southeastern United States at ISS Solutions Inc. He was instrumental in supervising teams responsible for biomedical equipment maintenance and ensuring compliance with industry standards. His earlier roles at ISS Solutions included supervisor and general biomedical technician, where he gained hands-on experience in equipment maintenance and team leadership.
Prior to his tenure at ISS Solutions, Mr. Blackwell contributed his expertise to Homeland Security as part of the Mobile Disaster Hospital unit for two and a half years. In this role, he supported emergency response efforts by managing critical medical equipment during disaster situations.
Mr. Blackwell's professional journey began with a distinguished military career in the United States Navy from 1989 to 2010. Serving as a Navy Corpsman, a role akin to a medic, he was entrusted with significant patient care responsibilities during deployments. Fourteen out of his 22 years were spent on deployment, shaping his operational acumen and resilience.
Transitioning from military to civilian life presented challenges due to Mr. Blackwell's extensive deployment history; however, these experiences shaped his commitment to supporting veterans entering the civilian workforce. Notably, his contributions have been recognized through several awards from the United States military, underscoring his dedication and service.
Throughout his career, Mr. Blackwell has been dedicated to facilitating veterans' transitions into civilian organizations. He actively engages with skill bridge programs and collaborates with external recruiters to help veterans secure meaningful employment after their service. Drawing on his own experiences, he ensures that younger veterans are aware of the benefits available through the military and the Veterans Administration. His advocacy for veterans is further reflected in his involvement with organizations such as the Wounded Warrior Project, Freedom Alliance and several state chapters of health care technology management in North Carolina, South Carolina and Georgia.
Mr. Blackwell's educational background includes coursework in health care technology management, which provided foundational knowledge essential for his success in both military and civilian roles. Beyond his education, he attributes much of his professional achievement to a steadfast commitment to honesty, both with himself and others, and to surrounding himself with supportive mentors and colleagues. The unwavering encouragement from his wife has been instrumental in guiding his decisions and shaping his career trajectory.
In addition to his professional accomplishments, Mr. Blackwell serves as treasurer for the Ryan Blackwell Purple Heart Foundation, an organization dedicated to supporting veterans facing post-traumatic stress disorder or other emotional traumas. The foundation's mission encompasses mental health awareness initiatives such as equine therapy, an approach that leverages horseback riding to improve well-being, and provides opportunities for physical rehabilitation through activities like fishing trips.
Born in Steubenville, Mr. Blackwell enjoys fishing, a pastime that complements his commitment to supporting fellow veterans through therapeutic outdoor activities. Recently diagnosed with leukemia following exposure to hazardous conditions during military service, he remains optimistic about his health as he undergoes treatment. Mr. Blackwell continues to focus on advancing health care technology management rather than contemplating retirement or future plans outside consulting within the same organization that has treated him well throughout his career.
