In this capacity, Mr. Carter was responsible for overseeing requests for proposals, conducting intensive evaluation sessions, rating submissions and awarding contracts. He skillfully negotiated and drafted contracts, managed counterproposals and guided agreements through to finalization.

Leveraging his expertise in litigation and contracts, Mr. Carter excelled as chief counsel for FSSA during a particularly challenging period when the agency faced numerous class action lawsuits when it changed its approach to a private sector business model while also contending with federal compliance issues. He played a pivotal role in defending FSSA, facilitating settlements and implementing necessary changes that ultimately restored stability to the agency and ensured continued support for individuals relying on Medicaid, food stamps and similar programs. He also provided strategic legal guidance on complex matters affecting government operations. Before working for FSSA, he served as a deputy attorney general for the Indiana Attorney General's office. Mr. Carter began his professional journey as a trial lawyer, where he spent 25 years involved mainly in medical malpractice defense. This early experience reinforced the importance of credibility in legal advocacy, a lesson that would inform his approach with the state.

Since retiring from law, Mr. Carter has established himself as the founder of Michal Carter Copywriting. Among a range of services, he specializes in online ads, blogs and content articles, as well as landing pages, emails and sales pages.

Mr. Carter's academic foundation includes a Bachelor of Arts in English from Indiana University in Bloomington and a Doctor of Jurisprudence from the McKinney School of Law.
