He also led supplier qualification and risk assessments for components supporting Apple's Vision Pro ophthalmic technology, provided quality oversight for design transfer to global manufacturing partners in California, China, and Germany, and served as Lead Auditor for external quality management system audits supporting regulatory readiness and product commercialization. Dr. Barker began his career in the medical device industry in 1991 as a senior scientist with Baxter International, where he worked in immunodiagnostics. He subsequently served as Director of Chemometrics at Biocontrol Technology in Indiana, Pennsylvania, and later as a programmer with Abbott Diagnostics before joining Roche Molecular Systems. Over the next two decades, he held progressively responsible leadership positions across Roche Molecular Systems, Roche Tissue Diagnostics, and Roche Sequencing Solutions, supporting molecular diagnostics, companion diagnostics, genomic sequencing, and software-enabled medical technologies. His responsibilities expanded from design quality engineering and software quality assurance to global quality management, supplier quality, and regulatory compliance. During his Roche career, he also worked with the Swiss Instrument Center and collaborated throughout the Asia-Pacific region, supporting blood banking organizations and implementing diagnostic software and systems in Red Cross facilities across multiple countries.

Dr. Barker's academic background has been foundational to his success in science and industry. He earned a bachelor's degree in analytical chemistry from the University of South Dakota in 1981, followed by a master's degree in environmental electroanalytical chemistry in 1984. During his graduate studies, Dr. Barker developed a strong interest in the emerging field of personal computing and its potential to transform scientific research and analytical measurement. Recognizing this opportunity, Professor Royce C. Engstrom encouraged him to pursue advanced study with Professor Steven D. Brown at the University of Delaware, a pioneer in the emerging discipline of chemometrics. That mentorship introduced Dr. Barker to computational approaches for solving complex analytical chemistry problems and established the scientific foundation for his later work in diagnostics, software-enabled medical technologies, quality systems, and, more recently, artificial intelligence and machine learning.

Additionally, Dr. Barker earned a Doctor of Philosophy in analytical chemistry with an emphasis in chemometrics from the University of Delaware in 1989. During his doctoral studies, he co-authored scientific publications in chemometrics with Professor Steven D. Brown, contributing to the advancement of data-driven analytical methodologies. He subsequently pursued postdoctoral research in bioanalytical chemistry and biosensor development at the University of Hawaii under the mentorship of Professor Garry A. Rechnitz. This work resulted in additional scientific publications, including research involving machine learning approaches to biosensor development. He is an emeritus member of the American Chemical Society (ACS) and is an active member of the Project Management Institute (PMI).

Dr. Barker contributed to the development and implementation of nucleic acid testing technologies used to screen donated blood for HIV, hepatitis viruses, and West Nile virus. These technologies significantly improved blood safety worldwide by reducing the risk of transfusion-transmitted infections. The technology achieved near-total market penetration in Thailand during a critical period for HIV prevention and was adopted by blood banks across the U.S. and several other countries. As a result of Dr. Barker's work, HIV transmission through blood transfusion was dramatically reduced worldwide.

Dr. Barker's civic involvement includes participation with Boy Scouts of America and Toastmasters International, organizations that reflect his dedication to community engagement and personal development beyond professional pursuits.
