Author Robert Marcoccio of Hanover Pennsylvania began his study of ancient societies, American history, and the origins of the Constitution thirty years ago as a hobby. His experience in negotiation of contracts in his course of business and law enforcement education received at Kansas State University has become the foundation in constructing this proposed bill he refers to as "Absolute Consent".
