Dr. Lovell serves as the CEO of CHI Centers Inc. In 1978, he received his Ph.D. in Public Administration from Kensington University. Dr. Lovell is the former chairman of the Maryland Developmental Disabilities Council, and the former president of the Maryland Association of Community Services.
