MCCHORD AFB, WA, October 27, 2010 /24-7PressRelease/ -- Reginald B. McNeil, Branch Chief and Joint Regional Medical Plans & Operations for the U.S. Northern Command, has been recognized by Cambridge Who's Who for demonstrating dedication, leadership and excellence in military service.
Captain McNeil was born on 6 October 1950 in Seattle, Washington. He completed his secondary education at Garfield High School and entered the University of Washington in 1968. In 1970, he enlisted in the United States Navy. After ten years as a Hospital Corpsman, attaining the rank of a Chief Petty Officer, Captain McNeil completed the Navy's first Physician's Assistant Program in 1980 and was commissioned as a Chief Warrant Officer. He received a Bachelor of Science degree in Allied Health Sciences in 1981 from George Washington University and a Master's Degree in Health System's Leadership from the College of Professional Studies in 1985 from the University of San Francisco. In 1987, he was commissioned a Lieutenant (junior grade) in Medical Service Corps (MSC).
His first Assignment as a MSC Officer was as the Head, Patient Administration at the Naval Medical Clinic, Portsmouth, New Hampshire. During this tour he qualified as an MSC-Tactical Coordinator at the Armed Forces Combat Casualty Care Course in San Antonio, Texas. He attended the Navy's Patient Administration School at Bethesda, Maryland, Safety Officer and Public Affairs Officer School at Bloomington, Indiana and Intermediate Leadership Management and Education Training at the Naval Hospital, Philadelphia, Pennsylvania. In 1987, he was assigned to the 4th Marine Expeditionary Brigade as the Plans Operations Medical Intelligence (POMI). This tour included the completion of the Landing Force Medical Staff Planning Course, and a deployment to Operations Desert Shield and Storm.
In 1992, CAPT McNeil was assigned to the Naval Medical Center, Portsmouth, Virginia as the Aide to the Commander. During this tour he completed the Bureau of Medicine and Surgery's Medical Department Head School. In 1994, he was assigned to the Norfolk Naval Shipyard as the Officer in Charge of the Branch Medical Clinic. During this tour he completed the Strategic Medical Readiness and Contingency Course, Senior Leadership Management and Education Course and the Naval Justice School Staff Officer Course. The highlight of this tour was the successful completion of a 3.5 million dollar clinic renovation project.
In 1997, he completed the in-resident program in Military Studies at the Marine Corps University's Command and Staff College, Quantico, Virginia.
In 1998, he was transferred to Headquarters, United States Marine Corps, as the Senior Plans Operation Medical Intelligence Officer (POMI) in the Installations and Logistics Department. In March 2000 he applied for and was later accepted (Aug 00) into the Navy's Legislative Fellowship Program. Upon completion of the required Legislative indoctrination program he was assigned as the military legislative assistant in the Office of Congressman Patrick J. Kennedy (D-RI) from Nov 2000 to Dec 2001. In August 2001, he was promoted to Commander.
In January 2002, he was assigned to the Bureau of Medicine and Surgery as the Director, Readiness Planning and Education and in August 2002 designated as the Program Manager for the Disaster Preparedness Vulnerability Analysis Training and Exercise (DVATEX) Program in the Navy Medicine Office of Homeland Security.
In May 2003, he reported to the Naval Ambulatory Care Center, Kings Bay as the Officer in Charge. Later that summer, he was appointed by the Commanding Officer Naval Hospital Jacksonville as the Director, Branch Medical Clinics. In May 2004 he was assigned as the Director for Administration, Naval Hospital Bremerton. In April 2007 he was assigned as the Deputy Force Surgeon, Navy Central Command, Manama, Bahrain. His primary duty was the oversight of all naval medical assets in theater as well as the senior POMI on the Admiral's staff. He reported to NORAD-USNORTHCOM May 2008 in his current position as Branch Chief, Joint Regional Medical Plans & Operations Pacific Northwest Det. He retired August 1, 2010 after serving 40 years of dedicated service.
CAPT McNeil wears the Defense Meritorious Service Medal, Meritorious Service Medal (with 2 gold stars), Navy Commendation Medal (with three gold stars), the Navy Achievement Medal, Combat Action Ribbon, Navy Unit Commendation, Navy Meritorious Unit Commendation (with one bronze star), Navy Good Conduct Medal (with one bronze star), Fleet Marine Force Ribbon, National Defense Service Medial (with one bronze star), Southeast Asia Service Medal with Globe and Anchor and two bronze stars, Navy Sea Service Deployment Ribbon, Navy Arctic Sea Service Ribbon, Navy Overseas Service Ribbon, Kuwait Liberation Medal, Saudi Kuwait Liberation Medal, and a Marksmanship Ribbon.
He is married to the former Gina Ritchey from Oakland, CA. They have four children Natalie Bayer, Monique McNeil Esq, Lieutenant Commander Reginald B. McNeil II and Aisha M. McNeil. They are the proud grandparents of 9 grandchildren.
