From 1965 to 1969, Mr. Noland served in the U.S. Army. During this time, his duties included supervising 20 enlisted personnel in the maintenance and repair of fixed site intercept equipment. After being discharged as a staff sergeant E-6, he went on to attend the University of Maryland at College Park, where he earned a Bachelor of Science in electric engineering in 1973. He then completed graduate work in electrophysics and the NSA fellowship program.

In the past 30 years, Mr. Noland has honed his skills in strategic planning and business development through his work for various companies, including Lockheed Martin Corporation, Schafer Corporation, Procyon Power Systems Inc., Lockheed Missiles & Space Co. and Ampex Corporation. In 2007, he established Noland & Associates, Inc. to protect innovative ocean energy intellectual property, as well as to facilitate sub-contracting support to the Lockheed Martin OTEC Program Office. The company specializes in project management consulting and renewable ocean energy services. With exceptional project management, proposal management, systems engineering and technical analysis expertise, Mr. Noland is reputed for being knowledgeable in renewable energy systems, fuel cell power systems and clean replacement fuel for petroleum. As president of the company, he is tasked with overseeing all day-to-day operations, including managing four associates that assist clients with the development and timely delivery of winning proposals and providing reliable management assistance to ensure the successful execution of each and every project. Furthermore, he assists Lockheed Martin with strategic planning and develops the OTEC business plan.

Accomplished in his field, Mr. Noland attributes his success to his strong networking skills, strategic vision and passion for the industry. Aside from his work at his firm, he supports various contracted system studies for the U.S. Navy and the U.S. Department of Energy. Maintaining his professionalism, he is a member of Ammonia (NH3) Fuel Community, Ocean Thermal Energy Conversion and Eta Kappa Nu. In the near future, he intends to commercialize ocean thermal energy.
