Dr. Bissell is a talented engineer and consultant who has long been the successful president of Design Construct International, Inc., Consultant Engineers, in Chevy Chase, MD, since 1995 and Allen M. Bissell, Inc., Consultant Engineers since 1990. His credentials in engineering formerly included appointments as the vice president at Trident Engineering Associates in Annapolis, MD, where he has been an active forensic consultant since 1971, and as a senior engineer and contract manager at Vitro Laboratories. Boasting expertise in safety engineering for electrical, electronic, mechanical, structural and civil engineering, Dr. Bissell continues to pay it forward as a lecturer for Kapos Associates in Rosslyn, VA, since 1990.

Currently writing patents on weather control, Dr. Bissell has several patents to steer the jet streams to prevent droughts, as well as patents to take down tornadoes and steer and control hurricanes. He has also designed waste water treatment machinery. The co-author of several publications, including "Shipboard Damage Control" in 1973, Dr. Bissell has been authoring independent opinions to cause, recommend design, provide maintenance and provide operational procedural changes to assist the court and settlement attorneys in remedial actions since 1972.

A longstanding member of the American Society of Mechanical Engineers, the National Society of Professional Engineers and the National Academy of Sciences, among others, Dr. Bissell was also active in his community for many years. A member of the Republican Party for numerous years, he also served on the vestry while engaged in a major rebuild of a church structure and HVAC machinery and provided structural engineering services while serving with Habitat for Humanity. He continues to provide support to children and poverty-stricken families overseas since 2000.

Commissioned by the U.S. Navy in 1960, Dr. Bissell served his country in many capacities before retiring in 1983 as a Captain, USN. Most recently serving as a commanding officer at the Naval Data Automation Center in Norfolk, VA, he was honored several times for his dedication to the military. He received a Decorated Legion of Merit, a Bronze Star with Combat V, two Navy Commendation Medals, and various Joint Campaign Awards for Cuban Quarantine, Bay of Pigs, 1967 War, 1973 War and Vietnam. The Bronze Star, however, is what meant the most to him.

A registered professional engineer in the state of Maryland and a diplomate emeritus of the American College of Forensic Engineering and Technology, Dr. Bissell holds a Bachelor of Science in naval science from the U.S. Naval Academy, a Bachelor of Science in mechanical engineering from Naval Postgraduate School, a Master of Science in computer systems from George Washington University and a Doctor of Philosophy in safety engineering from Warren National University. Married to Olivia Smith for 27 years until her passing, Dr. Bissell later married Barbara Clement in 1991. The proud parent of two children and 16 grandchildren, he has been honored in several editions of Who's Who in America, Who's Who in Science and Engineering, Who's Who in Finance and Industry and Who's Who in the World.
