Karen Borlaug Phillips Presented with the Albert Nelson Marquis Lifetime Achievement Award by Marquis Who's Who

Ms. Phillips holds a Bachelor of Arts and a Bachelor of Science, both from the University of North Dakota. She has also completed postgraduate courses at the George Washington University. While studying for her undergraduate degrees, she was very interested in transportation and regulatory economics and was pleased to take a position at the department of transportation. Ms. Phillips began her career as a research assistant with the department and eventually became an economist in the office of the secretary.

Throughout her career, Ms. Phillips has held the positions of professional staff member of the United States Senate Committee on Commerce, Science, and Transportation, tax economist and chief economist for the United States Senate Committee on Finance, commissioner for the Interstate Commerce Commission, senior vice president of policy, legislation, and communications for the Association of American Railroads and vice president of Public & Government Affairs with the Canadian National Railway Company. Today, she serves as the president of Policy and Advocacy Associates in Alexandria, Virginia. Ms. Phillips has also served on three United States government advisory committees, including the United States Department of Homeland Security/United States Department of the Treasury Departmental Advisory Committee on the Commercial Operations of U.S. Customs & Border Protection, in addition to other industry boards, forums, seminars, and associations.

Outside of her practical work in the field, Ms. Phillips has contributed articles to professional journals, given numerous speeches and paper presentations, and she has testified before the United States Congress on transportation issues. Through her dedicated work in the field, she has been able to gain substantial expertise in economic and safety regulation of transportation, border security regulations, and North American trade and competitiveness issues between the United States and Canada. While working in the United States Senate, Ms. Phillips gained extensive experience with the legislative process, including developing and securing enactment of legislation.

As an industry executive, Ms. Phillips had key advocacy responsibilities on successful corporate acquisitions and other strategic initiatives, was responsible for various aspects of the company's stakeholder engagement activities, and became increasingly familiar with corporate governance and shareholder transparency issues.

For her accomplishments, she received the Department of Transportation Award for Meritorious Achievement, as well as special achievement and outstanding performance awards. Most notably, Ms. Phillips was honored with the Woman of the Year Award of the Washington, DC Chapter of the Women's Transportation Seminar in 1994.

Ms. Phillips maintains affiliation with the American Economic Association, the Women's Transportation Seminar, the Transportation Research Forum, the Association of Transportation Law Professionals, and the Canadian-American Border Trade Alliance. She previously served on the Board of Directors of the Canadian-American Business Council and currently serves on the Board of the University of North Dakota Alumni Association & Foundation.
