After dedicating 33 years to the public-school system, Dr. Richardson-Melech became a supervisor of student teachers in music education at Rutgers, The State University of New Jersey in 2016. Born and raised in Perth Amboy to two music teachers, she worked for the Perth Amboy Board of Education between 1981 and 2014 as a fifth-grade chorus director, third- and fourth-grade chorus director, gifted and talented music teacher, high school assistant band director and high school music director. During this time, Dr. Richardson-Melech won multiple music director awards.

In 2019, Dr. Richardson-Melech will be serving as the president of the New Jersey Retired Music Teachers. Currently the vice president of the New Jersey Chapter of the Fulbright Association since 2018, she is also the secretary and board of directors of the Philomusica Community Choir since 2011 and member-at-large since 2009. Dr. Richardson-Melech formerly served as a delegate for the People to People Music Education South Africa and Brazil and for the People to People School Administration in Russia.

Dr. Richardson-Melech earned a Bachelor of Music in music education in 1979 and a Master of Music in music education in 1981 at Westminster Choir College, followed by a Doctor of Philosophy in music education at Rutgers, The State University of New Jersey in 2011. A certified supervisor and certified music teacher in the State of New Jersey, she is a longtime member of several professional organizations, including the American Federation of Teachers, the American Federation of Musicians and the Music Educators National Conference.

Recognized many times for her hard work and dedication, the Dr. Joyce Richardson-Melech Music Room was named in her honor in 2016 at the Dr. Herbert N. Richardson 21st Century Elementary School. The elementary school happened to be named after her father, the first African American teacher to be hired in Perth Amboy in 1949. In 2015, she was inducted into the Perth Amboy High School Hall of Fame. She also received a 2012 New Jersey Governor's for Arts Education, among several teaching awards and other recognitions. Formerly married to Gerald Melech for nearly 20 years until his passing in 2009, Dr. Richardson-Melech has been cited in dozens of editions of Who's Who in America, Who's Who in American Education, Who's Who in the East, Who's Who in the World and Who's Who of American Women.
