Prior to establishing this firm, he served as a member of the executive committee and as a senior vice president of the Lewin Group from 1989 to 2007. He was with the Consolidated Consultant Group for the Virginia Health Care Foundation from 1986 to 1989. He was a Consultant to numerous foreign delegations investigating the U.S. health care system from 1982 to 1986. Dr. Dobson further found success as a Division Director of Beneficiary Studies and Director of the Office of Research for the Health Care Finance Administration from 1978 to 1986, when Medicare Inpatient Prospect Payment for hospitals was developed and implemented. He served as a health economist and Division Director with the Office of Analysis for the U.S. Department of Public Health from 1974 to 1978. Dr. Dobson began his career as a senior economist with the Planning Research Corporation from 1969 to 1974.
Dr. Dobson initially pursued an education at the University of Washington, earning a Bachelor of Arts, magna cum laude, in 1965. He continued his studies at Washington University, graduating with a Doctor of Philosophy in Economics in 1970.

He has been a member of the U.S. Government Senior Executive Service, the American Economist Association, the American Public Health Association, Omicron Delta Epsilon, and Phi Beta Kappa. As a lead author of peer reviewed articles in professional journals, Dr. Dobson has also served as a reviewer for many professional journals and served as an associate editor of a technical journal.
Throughout his career, Dr. Dobson has been celebrated for his achievements. The recipient of numerous government awards, he has been recognized as a fellow of the National Defense Education Act and the Economic Development Administration and was selected as one of the nation's most influential health care policy leaders by Faulkner and Gray.
