Dr. Kaplan, a well-known expert in satellite and launch vehicle systems design, founded Launchspace Corp. in 1995 and serves as president. Currently, Dr. Kaplan also serves as the Chief Technology Officer for a company that he co-founded in 2016, Launchspace Technologies Corp. This is a commercial space services company focusing on space traffic management and orbital debris remediation.

With a career history that previously included several high-level positions, Dr. Kaplan worked as the president of Research and Acquisition Services in Bethesda between 1990 and 1995. Earlier in his career, he was the Associate Vice President for Research at the Florida Institute of Technology in Melbourne from 1989 to 1990 and the president of Spacetech Inc. from 1981 to 1989. During his five decades in engineering, he has participated in many new launch vehicle and satellite developments, served as chief engineer on two launch vehicle programs, trained numerous organizations and presented space technology and systems courses all over the United States, Europe, Asia and South America. Dr. Kaplan began his career in 1968 as a Professor of Aerospace Engineering at Pennsylvania State University. Teaching at the university for 13 years, he later returned to the field in 2013 as a Professor of Practice in Aerospace Engineering at the University of Maryland.

In addition to his primary career responsibilities, Dr. Kaplan has contributed more than 100 scholarly articles, reports and papers to various publications on space technologies. He has also authored several books, including "Modern Spacecraft Dynamics and Control" in 1976, "Space Shuttle: America's Wings to the Future" in 1978 and "Acquiring Major Systems Contracts" in 1988. Furthermore, he has patented four inventions on space systems and operations and is a former member of the National Research Council's Committee on Reusable Launch Vehicle Technology and Test Program. Dr. kaplan was the executive director of a space research institute as well. He was elected a fellow of the American Institute of Aeronautics and Astronautics and the American Astronautical Society and belongs to several honor societies.

Early in his career, Dr. Kaplan received a NASA grant after approaching the organization to bring Skylab back to earth. Skylab was a 70,000-pound space station that had been left in space and whose orbit had begun to decay. A successful endeavor, Dr. Kaplan considers this project to have been a major highlight in his career. Later honored with an Outstanding Achievement Award in Research from Pennsylvania State University, Dr. Kaplan has also been highlighted in the 23rd edition of Who's Who in the South and Southwest. He notably holds a Bachelor of Science degree in Aeronautical Engineering, with distinction, from Wayne State University in Detroit, a Master of Science from the Massachusetts Institute of Technology in Cambridge and a Doctor of Philosophy from Stanford University in California. His graduate degrees are in Aeronautics and Astronautics.

Originally planning to become an Air Force pilot, Dr. Kaplan ultimately decided on aeronautics due to his interest in airplanes and mechanisms. In fact, he holds a multi-engine private pilot's license and has owned six airplanes throughout his lifetime, mostly single engine, and continues to fly today. Happily married to his wife, Georgia Jeffs, he is the proud father of three children and grandfather to several grandchildren. When he isn't flying, he enjoys sailing and writing.
