For more than three decades, she served as an instrumental faculty member and administrator at a number of institutions. Prior to retiring, she worked at Western New Mexico University as a communication faculty member for 17 years. In Virginia, she began as a grants and contracts administrator at Radford University. Later, she served as a faculty member in the same institution, and while teaching, launched a student organization called Global Society where she served as president. She also served briefly as a faculty member of New River Community College. In Honolulu, she held a contracts administrator position for the City and County of Honolulu, represented the Mayor in community events, designed a successful Catholic Social Services program for low-income youth funded by the City and County. In Delaware she served as coordinator for the U.S.A.I.D-funded Title XII Office of the College of Agriculture at the University of Delaware. In this capacity, she was appointed as a board member to the United Nation's Women-in-Development Council.
In order to serve in these roles, Ms. Hall earned a Bachelor of Arts in communications at the University of Washington in 1978 (which was ranked one of the top ten higher education institutions). She later received a Masters in Public Administration (a program ranked 4th in the nation) from the University of Delaware in 1984. In addition to her teaching career, she has authored several works, including Desiderate Melodies, Rizal – Our Beloved Beacon—included in the Philippine Government's historical collection of Rizal, the national hero, and as a newspaper columnist in the Filipino American Journal in Arizona she wrote more than 15 articles on the life of the Philippine national hero, Dr. Jose Rizal. In recognition of the quality of the articles shedding new light on his life, the University of Vienna in Austria posted the articles on their website. She is currently devoting much of her retirement to writing several publications, including a 30-volume encyclopedia covering the life of Dr. Jose Rizal.
She has also been a member of the Pacific & Asian Communications Association, the Asian Studies/Philippine Studies Group, the Filipino American Educators Association, the Filipino Cultural Heritage Society, the Filipino American Association of New Mexico and Sigma Iota Epsilon.
