With more than 40 years of experience in environmental engineering to his credit, Dr. Holton has become established as an authority in his industry. He began his career as an environmental engineer at the Environmental Protection Agency from 1976 to 1977, an environmental consultant operating out of a private practice from 1977 to 1980, a research associate at the Oak Ridge National Laboratory from 1980 to 1984 and a research associate at Maxima Consultants Corporation from 1984 to 1985. He was subsequently active as a research supervisor at JBF Associates from 1985 to 1988, an office manager at First Environment Inc. from 1988 to 1989, the president of Holton & Dycus from 1989 to 1993 and the director of Air Services Group of Industrial Compliance, Inc. from 1993 to 1998. Dr. Holton concluded his career in 2017 after nearly 20 years as the president of Holton Environmental Associates.

Previously, Dr. Holton completed service in the Signal Corps of the United States Army as an active duty officer from 1970 to 1975 and as a reserve officer from 1975 to 1998. Prior to becoming an esteemed environmental engineer, he pursued higher education, initially obtaining a Bachelor of Science in applied science and engineering from the United States Military Academy in 1970. He continued his studies at the University of North Carolina at Chapel Hill, earning a Master of Science in environmental engineering in 1977 and a Doctor of Philosophy in environmental engineering in 1981. Qualified as an environmental professional, he has edited Siting of Waste Management Facilities in 1988 and has authored a number of articles for professional journals. Dr. Holton was mentored by Dr. Harvey Jeffries, his master's and Ph.D. advisor.

Outside of his professional responsibilities, Dr. Holton remains informed of the changes and advancements in his industry through relevant organizations. He is a member of the United States Military Academy and the Association of Graduates. Likewise, he worked as the chairman of the permitting and siting committee for the Air and Waste Management Association from 1984 to 1990. Married to Victoria M Holton, Dr. Holton is the proud father of two children.

In light of his many achievements in the field, Dr. Holton has received a number of awards and accolades throughout his career. He received the Army Commendation Medal in 1975, a Small Business Innovation Research grant from the National Science Foundation in 1985 and the Defense Meritorious Service Medal in 1998. Notably, he is partly responsible for creating the methodologies and models that are used to assess human health risks throughout the United States. Furthermore, Dr. Holton has been featured in several editions of Who's Who in Finance and Industry.
