Charles L. Stuppard, PhD, has been Inducted into the Prestigious Marquis Who's Who Biographical Registry

Dr. Stuppard was the ninth Commanding Officer of the USS ARLEIGH BURKE (DDG 51), the lead ship of all U.S. Navy Aegis Destroyers. He served in the US Navy and had four commands at sea, overseas, and ashore.

    LOWELL, MA, November 13, 2019 /24-7PressRelease/ -- Charles L. Stuppard, Ph.D., has been inducted into the Marquis Who's Who. As in all Marquis Who's Who biographical volumes, individuals profiled are selected on the basis of current reference value. Factors such as position, noteworthy accomplishments, visibility, and prominence in a field are all taken into account during the selection process.

After earning a Bachelor of Science in Mechanical and Aerospace Engineering at Cornell University, Dr. Stuppard was inspired to join the Navy by a World War II Navy veteran, Dominick Capuano. After three years of working together as a Design Engineer for Fairchild Republic Corporation in the early 80's, Mr. Capuano suggested that he join the Navy in light of his aerospace engineering background, noting that first-hand experience in the military will aid his contribution to his field of expertise. Joining the Navy in 1985, Dr. Stuppard graduated from the officer program featured in "An Officer and a Gentleman" movie as a student naval aviator and subsequently became a Surface Warfare Officer. He served aboard six warships, including being the commissioning Combat Systems Officer of USS GONZALEZ (DDG 66). He obtained a wealth of experience in naval engineering, combat systems and C4ISR.

Dr. Stuppard was serving in the Joint Chiefs of Staff (JCS) as a Politico-Military Affairs officer at the Pentagon during the September 11th terrorist attacks. From 2004 to 2006, he assumed command and excelled as Captain of the USS ARLEIGH BURKE, the lead ship of the most technologically advanced warships in the history of naval warfare. Following this tour, he served as a leadership instructor at the Navy's premier Command Leadership School in Newport, RI, to mentor senior naval officers going to assume command of their organizations. He also served as commander of a special task group in the global war on terrorism in 2007-2008 caring for over 10,000 Navy personnel deployed on land as individual augmentees and integrated into countless military and civilian organizations in Iraq, Afghanistan, Kuwait and Djibouti. He provided specialized training upon area entry, continuous oversight during deployment and final post-deployment transition.

After serving as the Executive Assistant to the Commander of Navy Installations command who provides financial, policy, personnel guidance and support to twelve Navy regions including all 76 U.S. Navy installations on 4 continents, he served as commander of the Joint Army-Navy Expeditionary Base Little Creek-Fort Story in Virginia Beach, VA from 2010-2013. He then went overseas again to serve as Chief of Naval Forces Division in Riyadh, Saudi Arabia as the senior US naval advisor to the Royal Saudi Navy. Returning to the United States, Dr. Stuppard served at the US Naval War College in Newport, RI, as a professor of strategic leadership and academic mentor to senior US, international, and interagency officers. While there, he delved into analysis and study of strategic leadership and the role of individual leaders in large, complex organizations.

Highly educated, Dr. Stuppard notably earned a Master of Arts in national security and strategic studies from the US Naval War College and a Doctor of Philosophy in the Humanities at Salve Regina University while still serving in active duty. He also completed the executive business course at the Naval Postgraduate School in Monterey, CA and is also a graduate of the Joint Forces Staff College in Norfolk, VA where he received his phase II joint professional military education in national security and policy studies; he is qualified as a full Joint Staff Officer.

Retiring from active duty military service after 30 years as a US Navy Captain, Dr. Stuppard worked as Vice President at AECOM in the Middle East and as Chief Operating Officer of the Bluestone Group and Constellation Blue Group in Washington, DC. He now works as the General Manager of Canopy Defense in Lowell, MA. He maintains his membership with the Surface Navy Association and the National Naval Officers Association, while also serving as co-president of his Cornell class of 1982 and as an executive advisory board member of Cornell University Council.

He remains active as a black belt in Tae Kwon Do, playing polo and enjoying classical music. He attributes his profound success to his mother and father, two beacons of everlasting support and encouragement while he was growing up in Haiti and New York; to his wife Nidda Melendez, a rock-solid life companion; and several mentors and friends.
