Dr. Oppenheimer has served as Assistant Regional Administrator for the Los Angeles County Department of Children and Family Service (DCFS) since 2005.

Dr. Oppenheimer, Assistant Regional Administrator for the Los Angeles County Department of Children and Family Service (DCFS) since 2005, celebrates a wonderful career in mental and community health that spans more than 30 years. Set to retire in 2020, he is currently involved in helping to shape the careers of his fellow social workers to be the best they can for the sake of the most vulnerable children in Los Angeles County. First hired by the department as a social worker in 1995, Dr. Oppenheimer later served as a Supervising Children's Social Worker between 2000 and 2005 before being promoted to his current position. His expertise includes investigating, prevention, and intervention to ameliorate child abuse through various large communities in Los Angeles County and, of course, mentoring subordinates. Dr. Oppenheimer noted particular pride in serving as a Contract Negotiator for the DCFS Santa Fe Springs Office as he helped all County Social Workers achieve the most successful contract results in Los Angeles County history. Dr. Oppenheimer has been recognized by the Director of DCFS as an Outstanding Administrator in 2011, and commended by the Board of Supervisors for Los Angeles County the following year.

An accomplished professional in his field, Dr. Oppenheimer began his career in 1984 when he narrated an educational child abuse prevention guide for parents entitled "Time Out for Judy: It Beats a Belt." This was in cooperation with Foothill Family Service and CAN Associates. He was also serving as a contract counselor for Glendale Family Service Association in Glendale, California, and then progressed to also serving as their Administrative Director beginning in 1988. He later served as the Statewide Director of Operators for Apogee, Inc. between 1993 and 1995. During his illustrious career, Dr. Oppenheimer also lent his expertise as a Psychological Assistant at Curtis Psychological Associates in Los Angeles, and served as an Associate Clinical Professor at the University of California, Los Angeles.

A community leader for many years, Dr. Oppenheimer began his history of community service with his participation in Boy Scouts of America, ultimately achieving the rank of Eagle Scout in 1976. Following his college years with UC San Diego, Revelle College, Dr. Oppenheimer served on the Board of Directors for the Pasadena Jaycees in California. The organization honored him by naming him the Project Chairman of the Year in 1987 and with a William Sloss Award for creative inspiration in 1988. He has also been very active with Temple Sinai of Glendale, where he served on the Board of Directors and as Financial Secretary. He has held a position on the temple's Ritual Committee since 1995. Dr. Oppenheimer 'returned' to the Boy Scouts, now as an Assistant Scoutmaster and Committee Chair from 2005-2012. Dr. Oppenheimer's most recent area of civic involvement, since 2013 and ongoing, has been serving as the Vice President of a fledgling Non-Profit Organization, U-Turn to Hope, whose focus is to bring educational resources and other resources to organizations, communities, and families in Cambodia where there is desperate poverty and an extremely low standard of living.

Dr. Oppenheimer received a Bachelor of Arts in Psychology at the University of California San Diego in 1980. He subsequently earned his Master of Science in Education and a Doctor of Philosophy in Counseling at the University of Southern California in 1982 and 1988, respectively. Affiliated with several industry-related organizations, Dr. Oppenheimer is an elected fellow of the American College of Forensic Examiners Institute. He is also a member of the American Psychological Association. He strengthened his leadership skills more recently upon graduating from the Leaders in Action Program through Los Angeles County in 2016.

Dr. Oppenheimer has been recognized many times by judges and hearing officers for his investigative contributions lending clarity to many Court hearings involving abused children and their parents and families. He has been recognized for more than a decade as one of DCFS' Data Experts. Dr. Oppenheimer was twice named to Outstanding Young Men of America and, as a celebrated Marquis listee, has been featured in Who's Who in Science and Engineering and Who's Who in the West.

Dr. Oppenheimer asserts his most meaningful accomplishment has been his 30-year marriage to his wife Pilar Apodaca, and raising their two sons, Leo and Nathan, who have been non-stop sources of pride and motivation throughout his life.
