His education spans his career from the University of Denver (1966-1967), Metropolitan State University (1967-1970), Utah State University (1976), Charter Oak State University (2003), and North Central University (2002-2007). Among his several advanced degrees he possesses a Bachelor of Science, Masters in Health Psychology, and a Doctorate in Behavioral Medicine.

He is also a well-known author of hundreds of articles, research papers, and twenty-nine books. From 1978 onward, Dr. Chartrand has served with DigiCare Behavioral Research (formerly Aural Rehab Concepts), later serving as CEO of Unimax Hearing Instruments, Inc., VP of AmericanEar Laboratories, Inc., Special Projects Manager for Starkey Laboratories, Inc., Manager of Referral Services for Cochlear Americas, and CEO of DigiCare Hearing Research & Rehabilitation. Today, Dr. Chartrand also serves as a Wellness Consultant with SIRCLE Occupational Therapy and Wellness Clinic.

Over the years, he has been the recipient of numerous awards, such as the 1991 President's Award of the United Fund, the 1994 Joel S. Wernick Excellence in Education Award, Distinguished Ambassador Award of the Greenhorn Valley Chamber of Commerce (2002-2010), and in 2017, was given the highest earned credential of the National Speakers Association (NSA). He has served on the Advisory Committees of the American Tinnitus Association (ATA), the Better Hearing Institute, and AudiologyOnline.com, and has served in several capacities in the International Hearing Society, the Society of Behavioral Medicine (SBM), and the Council of Nutritional and Environmental Medicine.

He has been profoundly deaf since an early age, and utilizes a cochlear implant and assistive technologies for communication. He is widely recognized for overcoming the barriers and limitations stemming from a lifetime of profound deafness and becoming a world class composer and musical performer, acclaimed public and professional speaker, and recognized research chair and professor of Behavioral Medicine.
