Dr. Flachsbart has accrued 50 years of experience in the fields of urban planning and civil engineering. He currently holds the position of associate professor of urban and regional planning at the University of Hawaii at Manoa. Since 1980, he has taught graduate courses in land use, environmental, energy, and transportation planning, and in the use of methods and models in city planning practice and research at the University of Hawaii at Manoa. He has also served as an adviser to students of energy policy, environmental protection, urban land use and transportation planning. At UH Manoa, he has steered the work of his department's admissions committee since 1980, and served as an active member of other departmental, college and university committees. Dr. Flachsbart formerly held faculty appointments in civil engineering at Stanford University and in public administration at California State University Dominguez Hills, and as a senior research associate of urban and regional planning at the University of Southern California.

Since 1980, much of Dr. Flachsbart's research at the University of Hawaii has focused on personal exposure to carbon monoxide concentrations in the tailpipe exhaust emissions of motor vehicles in traffic. His research on this subject has been published in two book chapters and 12 scholarly articles in peer-reviewed journals. He has also served as a reviewer of manuscripts for several peer-reviewed journals since 1981. His most notable book chapters were published in Exposure Analysis, edited by Wayne Ott, Anne Steinemann, and Lance Wallace in 2007, and in Carbon Monoxide Poisoning, edited by David G. Penney in 2008. Both chapters are based on research and consulting work that Dr. Flachsbart completed for the U.S. Environmental Protection Agency and the World Health Organization.

Dr. Flachsbart has also given talks based on his research at professional meetings in the U.S. and in several cities abroad including Bangkok, Hanoi, and Sydney. The highlight of his writing career was a paper recently published in the April 2019 edition of the Journal of the Air & Waste Management Association. The paper is based on a longitudinal study that took nearly 40 years to complete. The journal article was co-authored by Dr. Wayne Ott, who has been Dr. Flachsbart's mentor and colleague for many years. The paper is titled, "Trends in Passenger Exposure to Carbon Monoxide inside a Vehicle on an Arterial Highway of the San Francisco Peninsula over 30 Years: A Longitudinal Study."

Dr. Flachsbart has served as a consultant to the Honolulu City Council, the East-West Center, the American Civil Liberties Union, the U.S. Environmental Protection Agency, and the World Health Organization among other organizations. He has reviewed technical reports for the National Research Council, and book manuscripts and proposals for several publishers including Routledge and John Wiley & Sons. He has also reviewed research proposals and programs for the National Science Foundation and the U.S. Environmental Protection Agency. Consistent with his professional interests, Dr. Flachsbart is a member of the American Planning Association, the American Institute of Certified Planners, Sigma Xi, and the Union of Concerned Scientists. Due to his interest in human exposure to air pollution, he is also a member of the Air & Waste Management Association and the International Society of Exposure Science. He is the former board member, vice president, and president of the American Lung Association of Hawaii.

Dr. Flachsbart frequently shares his professional expertise with civic and professional organizations. He has been a member of the site visitor's pool of the national Planning Accreditation Board since 1985. In that capacity, he reviewed the urban planning programs of the University of California at Irvine in 2002, and the University of Washington in 2010. He was formerly a member of the Air Advisory Committee of the State of Hawaii Department of Health during the mid-1980s. In more recent years, he served on the Complete Streets Task Force for the State of Hawaii Department of Transportation in 2010 and 2011. Dr. Flachsbart has also been an active member of the Lutheran Church of Honolulu since 1980, where he has served on various committees, the church council, and as chairman of the finance committee between 1985 and 1988.

In college, Dr. Flachsbart decided to study civil engineering, because he was inspired by the historic Eads Bridge and the unique Gateway Arch in Saint Louis. Completed in 1874, the Eads Bridge was the first large scale, steel bridge to span the Mississippi River south of the Missouri River. Completed in 1964, the Gateway Arch is a 630-foot monument on the Saint Louis waterfront. It commemorates the Corps of Discovery Expedition of Lewis and Clark between 1804 and 1806, and America's westward expansion during the 19th Century. In 1966, he received a Bachelor of Science in civil engineering from Washington University in St. Louis, and was simultaneously commissioned a second lieutenant in the Transportation Corps of the U.S. Army Reserve. He served in the military for eight years and received an honorable discharge with the rank of a captain in 1974. Following graduation from Washington University, he changed his course of study in 1966 to focus on the social and environmental problems of cities. He acquired both a Master of Science in urban and regional planning, and a Doctor of Philosophy in urban systems planning at Northwestern University in 1968 and 1971, respectively. His doctoral studies at Northwestern were supported by a scholarship from the National Defense Education Act.

Dr. Flachsbart has received many research grants and contracts over the years from such organizations as the U.S. Environmental Protection Agency, the State of Hawaii Department of Transportation, the Hawaii Office of State Planning, the State of Hawaii Department of Business, Economic Development and Tourism, and the American Planning Association (APA). In 2014, he received the Best Reviewer Award from the editors of the Journal of the Air & Waste Management Association. He also received a Leadership Award from the APA in 2013 in recognition of 30 years of continuous service as the Professional Development Officer (PDO) of the APA Hawaii Chapter. As PDO, he has assisted over 100 fellow APA members in preparing for a written examination to become members of the American Institute of Certified Planners (AICP). Dr. Flachsbart has been certified by AICP since 1979. A celebrated Marquis listee, Dr. Flachsbart has been included in the 23rd and 24th editions of Who's Who in the West.
