Mr. Quigley, a certified public accountant and former certified ARIAS arbiter, has worked in the insurance industry for nearly a half century as an auditor, financial reporter, controller, treasurer and consultant. He interned with Touche Ross & Co. (Deloitte) his senior year at Penn State, where he was in the accounting honors program, and joined them following graduation in 1970. He started his insurance career at the Insurance Company of North America (INA) in 1972; moved to Reliance Insurance Company as an assistant treasurer in 1981, and joined The Mutual Fire, Marine and Inland Insurance Company as its Vice President and Treasurer in 1985. His experiences at INA, Reliance and The Mutual Fire in Philadelphia exposed him to every nook and cranny of insurance company operations. Since 1987, that background has allowed his firm, Quigley & Associates, to specialize in troubled companies, underwriting and claim audits, reinsurance inspections, and litigation support relating to audit failures and contract disputes. Since 1992, he has also participated on financial standards accreditations of state insurance departments on behalf of the National Association of Insurance Commissioners, the U.S. insurance standard-setting regulatory body.
Mr. Quigley's extensive knowledge of the insurance and reinsurance industry has greatly benefited him as a business professional and entrepreneur, garnering a solid reputation among his industry peers. Among his many accomplishments, he developed a rehabilitation plan while serving as the vice president and treasurer of The Mutual Fire that was successfully implemented, played active roles in the liquidation of Integrity Insurance Company and other insurer estates, and assisted numerous industry litigations and arbitrations.
In addition to his time spent in the field, Mr. Quigley has contributed to the body of insurance industry literature. In 1991, he co-authored the fifth edition of "Property and Liability Insurance Accounting." He later authored "Forensics of Failed Promises" in 1997, "Underlying Data … the Actuary's Achilles' Heel' in 2001 and "Underlying Data Revisited" in 2006.
Mr. Quigley enlisted in an off-campus U.S. Marine Corps Reserve platoon leaders' class in Quantico, Virginia, in 1967, at the age of 17. He and his wife, Barbara, who he met at Penn State, raised four sons in Hatboro, Pennsylvania. Eminently qualified in his field, Mr. Quigley has remained active at Penn State's local Abington campus where he served as president of its alumni society between 2004 and 2006.
