An esteemed attorney of over four decades who specializes in education, appellate and labor relations, Mr. Keiner spent several years working for Biddle and Hamilton in Sacramento, California, before going into his own private practice in 1992. After six years, he branched out, becoming a shareholder for Girard & Vinson and Kronick, Moskovitz, Tiedmann & Girard. Today, Mr. Keiner is of counsel for Dannis, Woliver, Kelly, a large, full-service education law firm with seven offices throughout the state.

Working out of the Sacramento and San Luis Obispo offices, Mr. Keiner is a tremendous litigator who specializes in representing public school districts, community colleges, public entities and non-profit organizations in civil litigation matters, and handles various labor personnel, governance and administrative law issues. Some of his successful cases have notably included Cole v. Orville Union High School District and Plans, Inc. v. Sacramento City Unified School District. He also litigated Sands v. Morongo Unified School District, which was ranked One of the Top 10 Cases of the Year by California Lawyer Magazine.

Apart from his success in the courtroom, Mr. Keiner lent his expertise in the classroom as an instructor and member of the labor-management advisory committee at the University of California Davis Extension in Sacramento from 1986 to 1999. He was later an adjunct professor at the University of the Pacific in the McGeorge School Law during 2012. Mr. Keiner has also written extensively, contributing articles to the Pacific Law Review, and BYU Journal of Public Law in his area of expertise.

Giving back to his local community of Sacramento, Mr. Keiner has been active on the board of directors of the California Foundation for Improvement Employer-Employee Relations and the California Council of School Attorneys. Mr. Keiner studied at the University of California Santa Barbara, where he became interested in public policy. Graduating with a Bachelor of Arts with high honors in 1982, he then transferred to the University of the Pacific, where he acquired a Doctor of Jurisprudence in 1980. While pursuing his law degree, Mr. Keiner was a clerk for Justice Edwin Regan in the California Court of Appeals, clerked with the California Attorney General's Office, and the California Assembly Majority. He has since been admitted to practice by the California Bar Association, the U.S. Court of Appeals for the Ninth Circuit, the U.S. District Court for the Eastern, Northern, and Central Districts of California, and the Supreme Court of the United States.

Mr. Keiner's professional endeavors include membership with several industry-related organizations, including the public law section of the American Bar Association, the Sacramento County Bar Association and the Anthony M. Kennedy Inn of Court. He is also a member and past president of the Harry S. Truman Club and a member of Order of the Coif.

Recognized in 1979, Mr. Keiner received an Award for Administrative Law by the American Jurisprudence. A celebrated Marquis listee, he has been cited over 20 editions of Who's Who in America, Who's Who in Finance and Industry, Who's Who in American Law, Who's Who in the West and Who's Who in the World.
