A prominent author and respected voice in Islamic and African history, Mr. Jenkins is the author of the first three volumes of Pan-African Chronology; the first two volumes of The Muslim Diaspora, and the first volume of The Creation. These publications led to Mr. Jenkins being listed in Gale's Contemporary Authors. More recently, Mr. Jenkins became the author of Who's Who in Islam, The Muslim Compendium, and The 100 Greatest Muslims.
Mr. Jenkins is a 1971 graduate of Victor Valley Senior High School, Victorville, California. In 1975, he obtained a Bachelor of Arts degree, cum laude, from Amherst College, Amherst, Massachusetts and, in 1978, a Juris Doctor degree from the University of California at Berkeley.
After graduation from UC Berkeley Law School, Mr. Jenkins was admitted to practice law in the State of California. Mr. Jenkins practiced law for over 40 years. He first garnered experience as a deputy county counsel for Contra Costa County in Martinez, California, before beginning a 39 year career with the City Attorney's Office in Richmond, California. While with the City of Richmond, Mr. Jenkins served as the Senior Assistant City Attorney from 2005 to 2021; as the Interim City Attorney from 2004 to 2005; Assistant City Attorney from 1984 to 2004; and Deputy City Attorney from 1981 to 1984. Mr. Jenkins also served as the Authority Attorney for the West Contra Costa Transportation Authority from 1988 to 2005; as the Board Attorney for the West County Agency from 1981 to 1990; and the Advising Attorney for the West Contra Costa Solid Waste Management Authority from 1985 to 1987.
Throughout his legal career, Mr. Jenkins served on numerous boards. He served as a public member on the Contra Costa County Solid Waste Commission and as a member of the Contra Costa County Hazardous Materials Commission. He also served on the California State Bar Public Law Section Executive Committee and was the editor of the Public Law Section Newsletter. He was also the Public Law Section's liaison to the California State Bar Board of Governors.
As for civic engagement, Mr. Jenkins served on the Board of Directors for the West Contra Costa YMCA for 34 years and on the Board of Directors for the YMCA of the East Bay for 17 years. Mr. Jenkins also served as a youth sports baseball and softball umpire for 17 years. For his contributions to his community, the West Contra Costa YMCA named Everett Jenkins the Rita Davis Volunteer of the Year in 1993 and the Fred Breen Humanitarian of the Year in 2010. He also received the President's Volunteer Service Award from the YMCA of the East Bay in 2013.
