As in all Marquis Who's Who biographical volumes, individuals profiled are selected on the basis of current reference value. Having served in top posts in all three branches of the U.S. Government in Washington, D.C., Dr. Morrison was with the Administrative Office of the U.S. Courts for 17 years. Before embarking upon her professional journey, she earned a Bachelor of Science in psychology from Colorado State University and a Juris Doctor from the National Law Center at George Washington University. She started her career as a deputy assistant secretary for housing policy and budget for the U.S. Department of Housing and Urban Development. After working in this position for a year, she served as the Region VIII (Denver, Colorado) director for the U.S. Department of Health and Human Services until 1983. She subsequently attained a Master of Science and a Doctor of Philosophy in political science from the University of Michigan.

Dr. Morrison continued her career working with the American government as associate director of the White House Office of Public Liaison and director of the Fifty States Initiative, which studied discrimination in state laws and regulations based on gender. Morgan Alumni Achievement Award, recognizing her accomplishments, including becoming Colorado State's first Black Homecoming Queen. This award is the highest honor given and is reserved for alumni who have excelled at the national or international level. In 1985, she made history as the first female and the first African-American officer of the U.S. Senate as chief operating officer and deputy sergeant at arms, appointed by the majority leader of the U.S. Senate. The membership of the United States Senate voted for Dr. Morrison to deliver the New Testament reading at the National Prayer Breakfast in 1987. Following this role, she served as a presidential appointee on the Council for the Administrative Conference of the United States from 1987 until 1997. Dr. Morrison worked simultaneously as an assistant professor for research methodology and American government and politics for American University in Washington, D.C.

Staying within the U.S. government, Dr. Morrison became a senior legal and policy adviser for the Administrative Office of the U.S. Courts in 1997. In this role, she was responsible for developing, implementing, and monitoring the fair employment practices program in the Federal Judiciary. She also oversaw the development and implementation of employment dispute resolution procedures. She retired from this role in 2014, which motivated a former U.S. president to say, "I know that you will be missed by your colleagues, as you have been an inspiration for many, and your work leaves behind a formidable legacy to which others will aspire for generations to come. You are to be commended for many jobs well done."

Dr. Morrison has received numerous honors for her excellent work throughout her career. She has commendations from four U.S. presidents, two Senate majority leaders, two chief justices, and three associate justices of the United States Supreme Court.
