Marquis Who's Who Honors John E. Popovich with Inclusion in Who's Who in the World

After more than 30 years in foreign service, Mr. Popovich retired from the U.S. Agency for International Development (USAID) as a minister counselor for the organization. A high level position, he was responsible for overseas administration activities, including security, housing, warehousing, motor pools and approximately 200 employees and their families. Upon his retirement, Mr. Popovich remained active with the USAID as a contractor between 1993 and 2003.

An independent agency of the U.S. federal government, the USAID is largely in control of administering civilian foreign aid and development assistance. Initially applying to serve with the organization shortly after exiting the military and working for a local steamship company, Mr. Popovich was hired as a foreign aid. Despite his original goal of working in the private sector, he found great reward in the field. Among his noteworthy roles during his tenure with the agency, Mr. Popovich served as the division chief for overseas personnel and as the assistant inspector general for resource management in the Office of the Inspector General.

While working overseas, Mr. Popovich had the opportunity to become immersed with the local population, while enjoying many cultural experiences. Proud of his many achievements, he notably spent time in the Dominican Republic, Lithuania, Ukraine, Mexico and several other countries. While living and working in these countries, Mr. Popovich was involved in assisting the impoverished and disadvantaged and witnessing how they lived. What was most touching was seeing the children, many of whom had little to no clothing or resided in orphanages.

Born in the San Francisco Bay area, Mr. Popovich came of age with an affinity for history and had many friends from various backgrounds and cultures, including those of Asian descent. Inspired to pursue a career path that included building on that diversity throughout the world, he was fortunate to have been given the opportunity to work in foreign service.

Upon graduating from high school, Mr. Popovich served as a specialist second class in the U.S. Army between 1952 and 1955. He subsequently earned a Bachelor of Science in Asian history and theology at the University of San Francisco in 1958 and completed additional coursework in the Russian language at the Army Language School in Monterey, California.

To commemorate his accomplishments, Mr. Popovich was the recipient of a USA Award for Civilian Service in Vietnam in 1970. Mr. Popovich also received an Outstanding Service Award as a member of the Cairo American College Board for 1983-1984, as well as several medals and plaques, in addition to a $10,000 Award for Excellent Work in 1990.
