Leading a multifaceted career in both legal service and health care for several decades, Mr. Ottley has distinguished himself as the lead attorney at The Ottley Law Firm, P.C., a practice based in Brooklyn, New York. Drawing deeply from his experience in both a surgical and clinical setting, he has specialized in medical malpractice and personal injury litigation. Additionally, he has practiced in the areas of immigration, uncontested divorces, consumer fraud, vaccine injury litigation and landlord-tenant disputes since 2004. Bearing a particular passion for legal research, Mr. Ottley contributes his services to burgeoning paralegals as a mentor in legal writing and analysis, as well as proper procedures for working in an office or courtroom setting.

Prior to his work in the field of law, Mr. Ottley studied at the Charles Widger School of Law at Villanova University, from which he attained a Doctor of Jurisprudence in 1996. Following this accomplishment, he earned admission to practice in the city and state courts of New York, as well as before the U.S. District Courts for the Southern and Eastern Districts of New York, the U.S. Court of Federal Claims, the U.S. Court of Appeals for the Second Circuit, and immigration courts. For his subsequent accomplishments, Mr. Ottley was named among the Top Litigators in Brooklyn and Top Attorneys in North America. He was also featured in an article by Caribbean Life, a New York newspaper, in 2019, and was referenced in an article by the New York Law Journal in 2015, which highlighted his victory in a case against the Federal Bureau of Prisons.

Complementing Mr. Ottley's pursuits in law are his commitments to health care, through which he served as the chief neurosurgical physician assistant in the department of surgery at Kingsbrook Jewish Medical Center and a member of the One Brooklyn Health System, where he has worked since 2002. In addition, he has functioned as a per diem physician assistant in the fields of otolaryngology and urology for NYU Langone Hospital since 2015 and as the director of health care consulting for Metronome Healthcare Management LLC, a private business, since 1999.

Bearing experience in the medical field that extends back to the late 1980s, Mr. Ottley previously worked as a surgical assistant at NewYork-Presbyterian Brooklyn Methodist Hospital, New York Medical College and various hospitals throughout Brooklyn and Queens. He also worked abroad in Sweden. Likewise, he contributed to the field as an adjunct professor with the City University of New York School of Medicine and as an adjunct clinical instructor at the St. Anthony's Health Professions and Nursing Institute.

Known for his scholarly output, Mr. Ottley has contributed a wealth of articles to various professional journals and delivered presentations and moderated sessions on behalf of the SUNY Downstate Medical Center, the New York State Society of Physician Assistants, the 1199SEIU League Training and Upgrading Fund, and the Health Advisory Committee of New York's 11th Congressional District. He currently serves as a peer reviewer for the Journal of the American Academy of Physician Assistants, having previously sat on the editorial advisory board of ADVANCE for Physician Assistants between 1998 and 2004. Also dedicated to civic advocacy, Mr. Ottley worked extensively in local government, having served on numerous health care and advisory committees for Major Owens, a former member of the U.S. House of Representatives and state senator of New York.

Before venturing into the field of medicine, Mr. Ottley attended the St. John's University College of Pharmacy and Health Sciences, where he received a Bachelor of Science in 1989 and certification as a physician assistant through the Bayley Seton Hospital Physician Assistant Program in the same year. Well qualified in matters of health care and service, he has been licensed as a life, accident and health insurance consultant and as a surgical physician assistant by the National Commission on Certification of Physician Assistants.

For his accomplishments in the field of health care, Mr. Ottley has received numerous accolades, including the President's Achievement Award from the reimbursement committee of the New York State Society of PAs in 2000 and an achievement award for promotion of his profession by G.D. Searle & Company in 1989. In accounting for his success, he credits his dedication and strong sense of perseverance.
