Dr. Moreland, a distinguished figure in the field of defense systems design and integration, has made significant contributions to the U.S. Department of Defense (DOD) and allied partners. As vice president of mission engineering and integration at Raytheon Technologies since 2022, he has been instrumental in leading and developing capabilities within the Air and Space Defense Systems business unit. His work focuses on conducting comprehensive mission assessments to ensure the integration and interoperability of various heterogeneous systems, forming a system-of-systems capability, thereby improving acquisition decisions across multiple operational domains and developers. His efforts have helped enable the U.S. to dominate in defense capability development and execute strategic operations effectively. Dr. Moreland has also recently been nominated to serve on the Air Force Scientific Advisory Board and will commence his senior advisory position for the Secretary of the Air Force in 2025.
Prior to being selected for his current role, Dr. Moreland was deputy vice president of strategy and transformation at Raytheon Technologies from 2020 to 2022. He also holds several current academic positions as an associate professor and doctoral research advisor at Virginia Tech, the Massachusetts Institute of Technology, The George Washington University and Old Dominion University and maintains ongoing discussions with additional educational institutions. Furthermore, he has played a key role in developing and documenting sound engineering policies, standards and processes as a technical warrant holder and chief engineer.
Dr. Moreland's earlier career includes significant contributions to the Office of the Secretary of Defense, where he held various leadership positions from 2014 to 2020, such as executive director of mission engineering and integration and deputy assistant secretary of defense for tactical warfare systems. His tenure as executive director of naval warfare from 2014 to 2018 further solidified his reputation as an expert in defense systems design. During this time, he pioneered the development of the Mission Engineering approach and discipline for the U.S. DOD as well as with allied partners. Dr. Moreland has also served as a senior advisor to the White House Office of Science and Technology Policy and the National Science Board, promoting the impact of science, technology, engineering and math on the economy and national security.
Furthermore, Dr. Moreland's career is also distinguished through his various roles at the Naval Surface Warfare Center Dahlgren Division (NSWCDD) and the Joint Warfare Analysis Center (JWAC) from 1989 to 2014. Among these roles, he served as the NSWCDD chief engineer, technical warrant holder across multiple Naval Systems Commands, and Force Integration and Warfare Analysis Department head. At JWAC, he served in multiple technical and leadership roles from 1993-2002, leading effects-based, precision targeting analysis and re-engineering of adversarial complex systems in a joint environment across the full spectrum of military operations.
Educationally, Dr. Moreland's achievements have played a crucial role in his professional success. He earned a doctorate in systems engineering from The George Washington University in 2013, a master's degree in systems engineering from Virginia Tech in 1997 , a master's degree in national resource strategy from the Industrial College of the Armed Forces in 2001 and a bachelor's degree in mechanical engineering from the University of Maryland in 1988. He also holds the CAPSTONE certificate from the National Defense University and is certified at DAWIA Level III in program management and systems planning, research, development and engineering from the Defense Acquisition University.
Dr. Moreland's numerous awards include the OSD Civilian Career Service Award in 2020, the OSD Exceptional Civilian Service Award in 2018, the Navy Distinguished Civilian Service Award in 2014 and the Navy Superior Civilian Service Award in 2010, among many others. He has published numerous award-winning scholarly works covering topics such as structuring future naval forces and system-of-systems frameworks in addition to many other peer-reviewed journal articles in the areas of Mission Engineering and Integration and service-oriented architecture integration challenges.
Outside of his professional life, Dr. Moreland has engaged in civic work. He served as president of the Central Virginia Chapter of the International Council on Systems Engineering, coached and officiated competitive baseball at all levels and supported church activities.
In his personal life, Dr. Moreland enjoys spending time with family, attending major league baseball games and supporting his alma mater. Looking ahead, he plans to contribute to the next generation of engineers by continuing with his educational endeavors as a professor and mentor to expand knowledge of innovative processes and technologies that could enhance life across various sectors, including defense, health care and transportation.
