A leader among his contemporaries, Dr. Parlier has dedicated over five decades to advancing military technology, defense management and national security. As the president of GH Parlier Consulting, he provides his clientele with expert advice on defense policy, focusing on technology, management, and policy innovation. His work aims to improve tactical combat capabilities, gain operational advantages and enhance strategic deterrence for the U.S. and its alliance partners. Throughout his extensive career, he has made significant contributions to national defense strategy and military operations research; his leadership has inspired many former students and young officers who have become prominent figures in industry, academic, military and government roles.

Dr. Parlier's career began with a distinguished 33-year tenure in the U.S. Army, where he served in various capacities, most notably as a paratroop leader and combat commander in the 82nd Airborne Division. After retiring as a colonel in 2003, he transitioned to academia and consulting, initially serving as a research scientist at both MIT and the University of Alabama in Huntsville and later as an adjunct professor of operations research at North Carolina State University. At the Institute for Defense Analyses, he served as an advisor to several foreign governments on defense reform, was appointed chair of strategic technologies at SAIC and recently served as special assistant to the Under Secretary of the Army. His expertise is further recognized through his involvement with the National Academies of Science and Engineering and advisory roles with the Defense Strategies Institute and other prestigious organizations.

A 1974 graduate of West Point, Dr. Parlier earned master's degrees in operations research and national security studies, a Ph.D. in systems engineering, and was a National Defense Fellow at MIT. He holds an Oxford certificate in political philosophy and was among the first to complete the MIT Sloan executive program in management, innovation and technology. He is a graduate of the U.S. Army War College and a distinguished graduate of the Marine Corps Command and Staff College.

In addition to his career accomplishments, Dr. Parlier is actively involved in professional societies and civic organizations, including the American Red Cross and the American Battlefield Trust. He also serves as a military emeritus docent at NASA's George C. Marshall Spaceflight Center. Elected a professional society leader at local, state, regional, national and international levels, he has received numerous awards, including the Koopman Prize from INFORMS MAS and the Franz Edelman Award for Achievement in Operations Research and Management Sciences. His publications include over 45 major technical reports, several book chapters, and an award-winning text on transforming U.S. Army supply chains. He is the chief editor for an ongoing book series and conference chair for the annual International Conferences on Operations Research and Enterprise Systems (ICORES).

Dr. Parlier's personal life is enriched by his interests in military history, traveling, reading, classical music, and sports. Born in San Luis Obispo, California, he shares his life with his wife, Judy D. Olson, their three children and many close friends. Looking ahead, he aims to continue engaging in military operations research and strategic analytics while advising small multi-disciplinary organizations addressing significant challenges.
