Joining Source Photonics as the organization's newest chief technology officer and chief engineer, Dr. Chang brings decades of experience with him as an expert in photonic integrated circuit technologies, optics transceivers, and optical networking. Source Photonics, which notably specializes as a worldwide provider of advanced technology solutions for communications and connectivity, has multiple manufacturing facilities in California, Taiwan, and China.

Dr. Chang has garnered recognition as the principal engineer of optical for Inphi Corporation (now Marvell), an American company that serves as a leader in high-speed data movement. He also served as the principal engineer of systems for a semiconductor company called Vitesse Semiconductor, and as a systems architect/senior hardware/optical engineer for Mahi Networks/SpectraLane, Cisco/Pirelli and JDSU. During an earlier stage of his career, Dr. Chang had the opportunity to serve as a research associate fellow at Concordia University in Montreal and City University of Hong Kong.

As an extension of his work, Dr. Chang was a patron and exhibit and executive forum chair for the Global Communications Conference in 2012 and the industrial chair in charge of its Industrial Forum & Exhibit in 2015, 2019 and 2024. Better known as GLOBECOM and ICC, the annual flagship international academic conference is organized by the Institute of Electrical and Electronics Engineers (IEEE).

As a seasoned researcher, Dr. Chang has authored/co-authored more than 100 scholarly journal articles and conference papers in such publications as the Journal of Lightwave Technology, the Journal of Physics, and, among others, the Journal of Physics and Chemistry of Solids. Dr. Chang also authored his first book on Data Center Connectivity Technologies in 2018, titled "Datacenter Connectivity Technologies: Principles and Practice," which provides a comprehensive look at optical connectivity technologies and their impact on building data centers and AI clusters.
Highly educated, Dr. Chang holds a Doctor of Philosophy in optoelectronics from Polytechnique Montréal in Canada. His thesis focused on the ultrafast optical generation of 1550nm tunable solid-state lasers.

To remain aware of developments in his field, Dr. Chang is a fellow of the Optical Society (now Optica) and IEEE, a senior member of the IEEE Communication Society. Dr. Chang is also advisor of the Photonics Society of Chinese-Americans where he served as a past president and past vice president of the South California chapter.
